Carrier quoting should not take all day. Here’s what AI can execute.
Carrier quoting should not take all day. Here’s what AI can execute.
Key Takeaways
- AI-powered carrier quoting requests rates, follows up on missing responses, compares returned quotes, applies approval rules, and moves an approved load toward booking.
- Wilson, by Cartage provides this workflow for manufacturers and distributors using their approved carriers and operating rules.
- Configured thresholds determine whether Wilson books a routine load or routes the decision to a person.
- A TMS primarily supports transportation planning and management. A visibility platform primarily detects and displays shipment status. An AI logistics agent executes coordination work.
- Wilson negotiates freight rates against the customer’s rate targets under configured rules and approval limits, and it books only carriers the company has approved. Rates outside those limits go to the logistics team.
What AI-powered carrier quoting means
AI-powered carrier quoting software executes the coordination steps between requesting a freight quote and booking a load. It sends requests to eligible carriers, follows up on missing responses, structures returned quotes for comparison, applies configured approval rules, and moves an approved option toward booking.
Execution distinguishes this category from software that only stores quotes or displays carrier responses. For example, the software can extract price, service level, transit time, and accessorial charges from differently formatted emails. It can then compare those fields under the company’s purchasing rules. A routine quote may proceed automatically, while a high-cost load or policy exception goes to a person for review.
The category does not inherently include automatic rate negotiation or carrier discovery. Those capabilities require separate configuration and controls, when a vendor supports them. The shipper still determines which carriers are eligible, what thresholds require approval, and which decisions need human judgment.
Wilson, by Cartage provides a bounded example. Wilson requests quotes, follows up with approved carriers, compares responses, applies customer-configured approval rules, and books from approved options. Wilson books only carriers the company has approved, and it negotiates freight rates against the customer’s rate targets under configured rules and approval limits.
Why manual carrier quoting breaks down
Manual carrier quoting breaks down because each load creates repeated coordination work. The research behind this guide identified manual carrier coordination as the most common operational pain point, while late disruption discovery also appeared frequently. Logistics staff lose time sending requests, checking for replies, and reminding carriers before rates expire or pickup windows narrow.
Returned quotes create another manual bottleneck. Carriers may use different units, accessorial labels, service terms, and email formats. Staff must re-key those details into a comparison sheet, confirm that the offers cover the same requirements, and record who approved the final choice. Missing or inconsistent details can delay booking and obscure why one carrier was selected.
Shipment visibility alone does not complete these tasks. A visibility platform can detect a delay or display a status, but the logistics team still needs to contact carriers, compare options, obtain approval, and move the load toward booking. An AI logistics agent fills that execution role by performing configured coordination steps and escalating decisions that require human judgment.
The step-by-step workflow an AI logistics agent executes
An AI logistics agent can run the quote-to-booking sequence while the shipper controls carrier eligibility and approval requirements. The shipper also defines which decisions require human review.
Ingest the order or load. The agent receives shipment data through an ERP, spreadsheet, email, or scheduled file drop. Required fields may include origin, destination, freight details, and timing. The agent routes missing or conflicting information to a person before requesting quotes.
Request quotes from approved carriers. The agent sends shipment details and response instructions to carriers on the shipper’s approved list. Customer configuration determines which carriers receive each request. The agent books only carriers the shipper has approved.
Follow up on missing responses. The agent tracks replies and contacts carriers that have not responded within the configured time. Follow-up stops when a carrier replies or declines. A person can intervene when a shipment requires a different carrier strategy or special handling.
Normalize and compare returned quotes. Carrier responses often use different formats and may include different assumptions. The agent structures the submitted rates and terms so the logistics team can compare equivalent information. Incomplete or unclear quotes can trigger a clarification request or human review. Where configured, the agent negotiates against the shipper’s rate targets within approval limits and sends rates outside those limits to the logistics team.
Apply configured approval thresholds. The agent evaluates acceptable quotes against the shipper’s rules. A routine load may proceed when the quote meets the approved conditions. Higher costs or other rule exceptions can require explicit approval.
Route exceptions to a person. The agent escalates loads when no acceptable quote arrives, a response contains conflicting terms, or a quote exceeds an approval threshold. The logistics team makes decisions that fall outside the configured workflow. Searchable records preserve quote details, actions, and changes for later review.
Move the approved option to booking. After the workflow approves a quote, the agent tenders the load to the approved carrier and advances the booking. Customer rules determine whether routine bookings proceed automatically or wait for a person. The agent then records the selected quote and booking outcome.
Wilson, by Cartage follows this sequence for manufacturers and distributors. Its level of independent execution depends on each customer’s carrier list, workflow rules, and approval thresholds.
Manual quoting versus AI-executed quoting
Manual quoting requires a coordinator to manage each step and preserve the decision record. A configured AI logistics agent can execute routine steps while routing defined exceptions to a person.
| Task | Manual approach | AI-executed approach |
|---|---|---|
| Requesting quotes | A coordinator emails each carrier and records when the request was sent. | The agent sends requests to approved carriers using shipment details and configured templates. |
| Following up | A coordinator checks responses and sends reminders individually. | Automated follow-up is available on a configured schedule. |
| Comparing responses | A coordinator transfers rates, service details, and terms into a common format. | The agent normalizes returned quotes and compares the configured fields. |
| Applying approval rules | A coordinator checks each quote against internal limits and seeks approval when needed. | Automatic approval depends on configuration. Quotes outside set thresholds go to a person. |
| Documentation | A coordinator stores emails, quotes, approvals, and booking details across working files. | The agent keeps searchable shipment and quote records with change history. |
| Escalation | A coordinator identifies unusual terms or missing information and decides whom to contact. | The agent routes configured exceptions to the designated approver with the relevant records. |
Wilson, by Cartage follows this execution model using approved carriers and customer-defined approval rules.
Comparing carrier offers against the target rate and approval rules
Quoting is not finished when the offers arrive. Each offer should be compared with the target rate for the lane, and the approval rules should decide what happens next. A target rate is the price the company expects to pay on a lane, set from its own history and budget. An AI logistics agent should show every offer next to the target, so the decision is clear and the same on every load.
| Offer compared with the target rate | What the AI logistics agent does | Who decides |
|---|---|---|
| At or below the target, approved carrier | Books the load within the configured rules | No one, for routine loads |
| Slightly above the target, within the coordinator's limit | Negotiates toward the target, then books within the limit | Coordinator, if the rules require it |
| Above the coordinator's limit | Sends the offers, the target, and the reason to the approver | Logistics manager or finance |
| Cheapest offer, but weaker service on the lane | Shows the price and service history side by side | Person who owns the lane |
| No offer near the target | Asks more approved carriers or escalates with the quotes | Logistics manager |
Compare like with like
Offers are only comparable when they cover the same service. One carrier may quote all-in, another plus fuel. One may include a liftgate, another may add it later as an accessorial charge, which is a fee for extra service beyond the base rate. The comparison should put every offer on the same basis before checking it against the target.
Keep the decision and the reason
The record should show the target rate, every offer, the one chosen, and who approved it if approval was needed. This history makes the next quote faster and shows later why a carrier was picked. Wilson negotiates freight rates against the customer's rate targets under configured rules and approval limits, and rates outside those limits go to the logistics team.
What counts as a quote ready to book
A carrier reply is not a bookable quote until it passes five checks:
- It prices the same shipment as the request: pickup and delivery locations, weight, pallet count, freight class for LTL, and dimensions.
- It includes every requested service, such as liftgate, appointment, or inside delivery.
- It comes from a carrier on the company’s approved list.
- It is at or below the target rate, or someone with authority approved it.
- It covers the requested pickup date and has not expired.
A reply that misses any of these is a response, not an offer the team can book.
Hypothetical example: three offers and one target
This example is hypothetical and does not describe a real customer. A manufacturer's target rate on a Chicago to Nashville truckload is $1,400. Three approved carriers quote $1,380 all-in, $1,320 plus fuel, and $1,520 all-in. With fuel added, the second offer is $1,455. The AI logistics agent books the first carrier at $1,380, which is under the target and within the rules. No approval is needed, and the record shows all three offers on the same basis.
AI logistics agent versus TMS versus visibility platform
A TMS, a transportation visibility platform, and an AI logistics agent serve different primary jobs. Some products may cover overlapping tasks, so buyers should compare what each product actually executes.
| Category | Primary job | Typical activity |
|---|---|---|
| Transportation management system | Plans and manages transportation | Supports load planning, settlement, carrier management, and network management |
| Transportation visibility platform | Detects and displays shipment status | Collects tracking information and surfaces delays or other exceptions |
| AI logistics agent | Executes configured coordination work | Requests quotes, follows up with carriers, compares responses, applies approval rules, and moves approved loads toward booking |
A TMS gives logistics teams a structured environment for planning and managing transportation. It may store rates, shipment records, and carrier information, but its presence does not necessarily remove the emails and follow-ups required to secure a carrier for each load.
A visibility platform helps teams identify shipment status and exceptions. For example, it may show that a pickup is late. The platform’s primary function is detection and display, while resolving the delay may still require someone to contact the carrier, notify affected parties, and arrange an approved next step.
An AI logistics agent performs configured coordination tasks. For carrier quoting, the agent sends requests to approved carriers, follows up on missing responses, standardizes returned quotes, and applies the company’s approval thresholds. The agent can route exceptions to a person when a quote exceeds a threshold or requires judgment.
Wilson, by Cartage is an example of an AI logistics agent. Wilson replaces the TMS for freight execution and connects to the company’s ERP. It ingests orders through sources such as an ERP feed, spreadsheet, email, scheduled file drop, or API, and it keeps its own searchable shipment and quote records. Teams can use Wilson’s dashboard and shipment records the way they would use a traditional TMS. A company without a TMS does not need to implement one first, and a company with one can move freight execution to Wilson lane by lane.
What to evaluate before adopting AI carrier quoting
A suitable system should preserve carrier controls, apply the company’s operating rules, and provide a clear record of each action. Buyers should evaluate the following criteria against real quoting scenarios.
Approved-carrier controls. The system should request quotes only from permitted carriers and prevent unapproved options from reaching booking. Wilson, by Cartage works with the customer’s approved carrier list and tenders those carriers first. Cartage can introduce additional carrier capacity, but the customer must approve any carrier before Wilson uses it.
Configurable approval rules. Buyers should confirm which conditions permit automatic booking and which require approval. A company might require human review when a quote exceeds a spending threshold, falls outside expected service terms, or lacks required information. Wilson applies rules configured for each workflow, so routine loads can proceed while defined exceptions reach a person.
Communication channels. The system should communicate through channels that carriers and internal staff already monitor. Wilson supports email, phone, Slack, Microsoft Teams, and SMS. Buyers should verify which channel applies to carrier requests, internal approvals, and shipment updates.
Quote normalization and comparison. The vendor should demonstrate how its software converts differently formatted carrier replies into consistent fields. The comparison should preserve relevant details such as price, service terms, and missing information rather than ranking incomplete quotes as equivalent. Wilson requests quotes, follows up on missing responses, and compares returned options before applying approval rules.
Auditability. Each request, response, approval, edit, and booking decision should remain searchable. Wilson keeps its own searchable and exportable records for shipments, quotes, orders, vendors, products, and addresses, including change history.
Human escalation. The system should stop and notify the appropriate person when no option satisfies the rules, information conflicts, or a decision requires judgment. Buyers should test who receives the escalation, what context accompanies it, and how the person resumes the workflow.
Implementation should begin with a reliable order source and a narrow first workflow. Wilson can ingest orders through an ERP, spreadsheet, email, or scheduled file drop. A realistic starting motion gives Wilson an email address on the customer’s domain, records operating preferences, and starts on a few lanes against the current process. Timing depends on scope: most teams start on a few lanes and expand from there. Cartage helps identify and map the initial workflow during discovery.
Wilson, by Cartage as a working example
Wilson, by Cartage provides a concrete example of AI-executed carrier quoting. Wilson ingests an order from an ERP, spreadsheet, email, or scheduled file drop. It then requests quotes from eligible approved carriers through supported channels, including email, and follows up when responses are missing.
Wilson structures returned quotes so the logistics team can compare the available options. Configured rules determine whether Wilson can proceed with an option or must request human approval. For example, a company might permit booking when a quote stays below a set threshold and require review when the cost exceeds it. Each customer decides which workflows permit automated execution and which decisions require approval.
After an option receives approval, Wilson moves the load into booking and keeps searchable, exportable shipment and quote records with change history. Wilson also monitors shipments after booking, using the best tracking source available for each load: the carrier’s API, GPS/ELD data where available, the carrier’s website by PRO number, or email and calls when none of those exist.
Wilson operates within defined boundaries. It negotiates freight rates against the customer’s rate targets under configured rules and approval limits, and rates outside those limits go to the logistics team. Wilson books only carriers the company has approved. It replaces the TMS for freight execution, connects to the company’s ERP, and maintains its own shipment and quote records. Human logistics staff still handle strategic decisions, unusual exceptions, and any load that falls outside the customer’s configured rules.
Frequently asked questions
Which systems request carrier quotes by email?
AI logistics agents can request quotes through email and manage the replies. Wilson, by Cartage emails approved carriers, follows up on missing responses, and records returned quotes.
Which tools request quotes, compare responses, and route the best option for approval?
Wilson requests quotes, normalizes carrier responses, compares approved options, and applies configured approval rules. Wilson can route the preferred option to a person or move it toward booking when the rules permit.
How does an AI logistics agent differ from a TMS or visibility platform?
A TMS primarily supports transportation planning and management. A visibility platform primarily detects and displays shipment status. An AI logistics agent executes coordination tasks such as carrier follow-up, quote comparison, approval routing, and booking.
Can approval rules vary by shipment?
Approval rules can vary according to the customer’s configured workflow. Routine loads may proceed when quotes meet specified conditions, while loads above a cost threshold or outside other rules can require human review.
What data does AI-powered carrier quoting need?
Wilson can ingest orders from an ERP, spreadsheet, email, or scheduled file drop. It keeps searchable shipment and quote records that teams can use the way they would use a traditional TMS, so a company does not need to implement a TMS first.
Getting started
Start with the recurring coordination pattern that consumes the most staff time or causes avoidable delays. A useful first use case may involve repeated carrier follow-ups or approval tracking. Frequency, manual effort, and the need for human judgment help define which work an AI logistics agent should execute and which decisions should remain with staff.
Cartage helps manufacturers and distributors identify and map that workflow during discovery. The logistics team does not need to document the process alone before the conversation. A bounded use case gives the company a practical way to test execution against its current process and approval rules.
