Carrier management software for drayage: how to compare weekly quotes
Key Takeaways
To compare weekly drayage quotes, put every quote on the same basis, including base rate, fuel, chassis, and the accessorials your containers usually incur, then weigh each carrier's record on picking up containers before free time runs out. An AI logistics coordinator should rebuild each quote into the same lines, apply the team's rules, and save the comparison with the week's container plan.
- Drayage is the short truck move of a shipping container between a port or rail yard and a warehouse or plant.
- Weekly drayage quotes often look similar on the base rate and differ in fuel, chassis, and accessorial terms.
- A cheap base rate can become expensive once chassis days, waiting time, and storage are added.
- The biggest cost risk in drayage is often time: missing the free time at the terminal can bring demurrage or detention charges from the ocean side.
- Service on container pickups matters as much as price, because a late pickup can create charges larger than the rate difference.
- Wilson, by Cartage, is an AI logistics coordinator that supports drayage workflows within the agreed customer scope, using the customer's approved carriers and rules.
Why are weekly drayage quotes hard to compare?
Weekly drayage quotes are hard to compare because each carrier prices the move differently and leaves different costs out of the headline rate. An AI logistics coordinator should normalize each quote before comparing, or the team will pick the carrier with the best-looking number rather than the lowest real cost.
Many importers ask several drayage carriers for weekly rates. Each carrier replies in its own format. One sends an all-in rate per container. Another sends a base rate plus a fuel percentage. A third lists chassis separately and charges waiting time after one hour. Comparing these numbers side by side, without rebuilding them, is guesswork.
The table below shows how quotes can differ even when the base rate looks close.
| Quote element | Carrier A | Carrier B | Carrier C |
|---|---|---|---|
| Base rate per container | $450 | $425 | $480 |
| Fuel | Included | 28 percent of base | Included |
| Chassis | $40 per day | $35 per day | 2 days included, then $40 per day |
| Free waiting time at terminal | 2 hours | 1 hour | 2 hours |
| Pre-pull | $150 | $175 | $125 |
| Storage at carrier yard | $45 per day | $50 per day | $40 per day |
These numbers are hypothetical and are shown only to illustrate the comparison. Carrier B has the lowest base rate. After fuel, chassis, and a likely pre-pull, it may be the most expensive.
What a weekly quote request should include
A weekly quote request should give carriers enough to price accurately. Include the port or rail ramp, the delivery address, the expected number of containers, container sizes, typical weights, and any special needs such as hazardous materials or overweight loads. State the deadline for quotes and the week the rates apply. An AI logistics coordinator should send the same request to every approved drayage carrier, so the replies can be compared fairly.
Drayage terms in plain words
- Chassis. The wheeled frame that carries the container on the road. Chassis are often rented by the day.
- Pre-pull. Picking up a container from the terminal early and holding it at the carrier's yard, often to beat the end of free time.
- Free time. The period the terminal or ocean carrier allows before charging for the container or its space.
- Demurrage. A charge for leaving a container at the terminal past its free time.
- Detention, ocean side. A charge for keeping the ocean carrier's container past its free time outside the terminal. Some carriers call this per diem.
- Waiting time. A drayage carrier's charge when its truck waits at the terminal or the delivery site.
Why time drives drayage cost
Drayage costs are driven by time as much as distance. A move of 20 miles can carry several days of chassis rent, storage, and terminal charges if the container is not picked up and returned on time. An AI logistics employee should compare quotes on the likely total for a typical container, not on the base rate alone.
Who should run the weekly comparison
The logistics or import team usually owns the weekly comparison. Finance should agree on how chassis and storage are estimated, because those lines drive most surprises on drayage invoices. An AI logistics coordinator can collect quotes, rebuild them, and draft the ranking each week. A person should review the ranking when a new carrier enters or the profile changes.
The week matters
Drayage rates and capacity can change week to week with port volume, vessel schedules, and rail congestion. A carrier that was cheapest last week may lack trucks this week. Weekly quotes help teams stay current. They also create a new problem: the comparison has to be redone every week, which is a good job for an AI logistics coordinator.
How should you normalize drayage quotes?
Normalize drayage quotes by rebuilding each one into the same lines and pricing a typical container using your own usage pattern. An AI logistics coordinator should apply the same container profile to every quote, so the comparison reflects your real freight.
Step 1: Define a typical container
Look at your recent containers and define a typical move. For example: a 40-foot container from the port to your warehouse 35 miles away, 3 chassis days, a 2-hour wait at the terminal, and a pre-pull on 30 percent of containers. The profile does not need to be exact. It needs to be realistic and used the same way for every carrier.
Step 2: Rebuild each quote into the same lines
Break every quote into base, fuel, chassis, waiting time, pre-pull, storage, and any other common accessorials. Convert percentages into dollars using the base rate. Mark anything the carrier did not quote.
Step 3: Price the typical container
Apply the typical profile to each quote. Multiply chassis per day by chassis days. Add waiting time after the free period. Add pre-pull and storage weighted by how often you use them. The result is an estimated total for the typical container.
Special moves need their own lines
Some containers need special handling. An overweight container may need a tri-axle chassis, which costs more. Hazardous materials need a carrier and driver qualified to move them. A refrigerated container needs power at the yard. Each of these adds cost that a standard quote does not show. An AI logistics coordinator should price special moves separately, using each carrier's terms for them, and apply them only to the containers that need them.
All-in rates need the same check
An all-in rate looks simple, but it still has limits. Ask what it includes: fuel, chassis days, waiting time, and which accessorials. A carrier's all-in rate may include two chassis days and charge for more. The AI logistics employee should record the included items so later invoices can be checked against them.
Step 4: Ask about missing items
If a carrier did not quote a common item, ask before ranking. An AI logistics employee can send a short question: "Your weekly rate does not list chassis. Please confirm chassis cost per day and any included days." The answer goes into the comparison.
Hypothetical example: the cheapest base rate loses
This example is hypothetical and does not describe a real customer. A furniture importer moves about 20 containers a week from a West Coast port to its warehouse. Its typical container uses 3 chassis days and needs a pre-pull about one time in three.
| Carrier | Base and fuel | Chassis (3 days) | Pre-pull (weighted) | Estimated total |
|---|---|---|---|---|
| Carrier A | $450 | $120 | $50 | $620 |
| Carrier B | $544 | $105 | $58 | $707 |
| Carrier C | $480 | $40 | $42 | $562 |
Carrier C includes two chassis days and charges for the third only. Its base rate is the highest, but its estimated total is the lowest. The AI logistics coordinator ranks Carrier C first for the week and saves the calculation with the week's plan.
Rail ramps differ from ports
Rail ramps and seaports follow different rules. A rail ramp may have its own free time, gate hours, and storage charges. Drayage carriers may quote rail moves differently, with separate chassis pools or flip charges. A flip charge is a fee to move a container from one chassis to another. An AI logistics coordinator should keep separate profiles for each port and ramp, so a rail move is not priced like a port move.
Keep the profile current
The typical container changes when the business changes. A new warehouse farther from the port raises mileage. A busier season raises chassis days. Review the profile each quarter. An AI logistics coordinator can show the actual averages from recent containers to help the team update it.
How should service on container pickups factor into the comparison?
Service on container pickups should factor in because a late pickup can create terminal charges larger than any rate difference. An AI logistics coordinator should weigh each carrier's record on picking up containers within free time, not only its price.
Why pickup timing matters most
Once a container is available at the terminal, free time starts. If the drayage carrier does not pick it up before free time ends, demurrage may start. If the carrier holds the container too long before returning it empty, ocean-side detention may start. These charges are often billed per day, and they can add up quickly across many containers.
In the United States, the Federal Maritime Commission (FMC) sets billing rules for demurrage and detention invoices issued by ocean carriers, marine terminal operators, and non-vessel-operating common carriers. Since 2024, those invoices must include details such as the container number, the free time, the start and end of free time, and the dates charged. An invoice must generally be issued within 30 calendar days of when the charge was last incurred (46 CFR Part 541). An AI logistics employee can use these details to check charges against the drayage timeline.
Measures of drayage service
| Measure | What it shows | Source |
|---|---|---|
| Pickup within free time | Share of containers picked up before free time ended | Terminal availability date, pickup date |
| Empty return on time | Share of empties returned before ocean free time ended | Return date, carrier free time |
| Appointment kept | Share of terminal appointments met | Terminal appointment records |
| Delivery on time | Share delivered to the warehouse as scheduled | Delivery records |
| Early warning | Whether the carrier warned of delays before free time ran out | Carrier messages |
Early warning from the carrier
A drayage carrier that warns early about a terminal delay gives the team time to act. The team may ask the ocean carrier for extra free time, move the container to a backup carrier, or plan a pre-pull. An AI logistics employee should record when each carrier first reported a delay. That record shows which carriers help the team avoid charges and which only explain them afterward.
Combine service with price
A simple approach is to add the expected cost of service failures to each estimated total. If a carrier misses free time on 10 percent of containers, and each miss costs about $300 in charges on average, its expected failure cost is $30 per container. The AI logistics coordinator adds that to the estimated total before ranking.
Hypothetical example: service changes the ranking
This example is hypothetical and does not describe a real customer. An electronics distributor ranks two drayage carriers for the week. Carrier E has an estimated total of $590 per container. Carrier F has $615. Over the last month, Carrier E picked up 15 percent of containers after free time ended, and each miss cost about $350 in terminal charges. Carrier F missed none.
The AI logistics coordinator adds Carrier E's expected failure cost of about $53, for an adjusted total of $643. Carrier F, at $615, now ranks first. The distributor sends most containers to Carrier F for the week and keeps Carrier E as backup. The record shows both totals and the service adjustment.
Fair attribution
Not every late pickup is the carrier's fault. A terminal may have no appointments available. A container may be held for inspection. The record should note the cause so the carrier is judged on what it controls. An AI logistics employee should check the cause before counting a miss.
How should the weekly comparison turn into the week's plan?
The weekly comparison should turn into a plan that assigns containers to carriers by rank, capacity, and service rules, with a backup for each. An AI logistics coordinator should tender containers as they become available and move to the backup when a carrier cannot take them in time.
A practical weekly workflow
Collect weekly quotes. Request rates from approved drayage carriers by a set day and time.
Normalize. Rebuild each quote and price the typical container.
Add service. Add expected failure cost from each carrier's recent record.
Rank. Rank carriers for the week and confirm their available capacity.
Assign. As containers become available, tender them to carriers in rank order within capacity.
Track free time. Watch each container's free time and pickup status.
Escalate. If a container is close to the end of free time with no confirmed pickup, move to the backup carrier or alert a person.
Review. At week's end, compare actual costs and service with the plan.
Checking invoices against the plan
Drayage invoices often include lines the weekly quote did not show clearly. Chassis days, waiting time, pre-pulls, and storage all depend on what actually happened to each container. An AI logistics employee should check each line against the container's real timeline: availability date, pickup time, delivery time, and empty return date. Charges that do not match the timeline should be held for review before payment.
Mid-week changes
Plans change during the week. A vessel arrives late, a container is held for inspection, or a carrier loses a driver. An AI logistics coordinator should update the plan as each change arrives and re-tender only the affected containers. The rest of the week's assignments stay in place, and the record shows what changed and why.
Capacity limits
The cheapest carrier may not have trucks for all containers. Each carrier should confirm how many moves it can handle that week. An AI logistics coordinator should spread containers across carriers within those limits, rather than sending all of them to the top-ranked carrier and hoping.
Telling the warehouse what is coming
The receiving warehouse needs to know which containers will arrive and when. Unloading a 40-foot container takes labor and a dock door. An AI logistics employee can share the expected delivery schedule as pickups are confirmed, and update it when a pickup slips. A warehouse that knows the plan can staff for it and avoid making the drayage truck wait.
Container availability
A container becomes available when the terminal releases it for pickup. Release depends on the vessel being discharged, customs clearance by the importer's broker, and payment of any freight charges. Wilson does not perform customs clearance. An AI logistics employee can track release status where the information is available and tender the move once the container is ready.
Hypothetical example: a backup carrier saves free time
This example is hypothetical and does not describe a real customer. A home goods importer has 12 containers available on Monday with free time ending Thursday. The top-ranked carrier confirms capacity for eight. The AI logistics coordinator tenders the other four to the second-ranked carrier.
On Wednesday, the top carrier reports a truck breakdown and cannot pick up two containers. The coordinator tenders those two to the backup carrier the same morning. Both are picked up Wednesday afternoon, before free time ends. The record shows the original plan, the breakdown message, the reassignment, and the pickup times.
How should you evaluate carrier management software for drayage?
Evaluate carrier management software for drayage by giving it real weekly quotes in different formats and a container close to the end of free time. An AI logistics coordinator should normalize the quotes, rank carriers with service in mind, and act before free time runs out.
Demo tests for drayage quotes
| Buyer requirement | Demo test | Evidence to see |
|---|---|---|
| Normalizes different formats | Load an all-in quote and an itemized quote | Both rebuilt into the same lines |
| Uses your container profile | Enter your typical chassis days | Totals reflect your profile |
| Asks about missing items | Leave chassis off one quote | Question sent before ranking |
| Weighs pickup service | Give one carrier missed free-time pickups | Ranking reflects expected failure cost |
| Tracks free time | Load a container with two days left | Pickup tendered and tracked |
| Uses backups | Have the first carrier fail | Backup tendered before free time ends |
| Records the week | Open the weekly plan | Quotes, ranking, assignments, outcomes |
Demo questions about drayage quotes
- How does the AI logistics coordinator read quotes that arrive by email in different formats?
- How is the typical container profile set, and can it vary by port or ramp?
- How does the system learn the container's availability and free time?
- What happens when a carrier cannot confirm capacity?
- How are terminal and ocean carrier charges checked against the timeline?
- Can the team see weekly results by carrier?
Run the test for a full week
A single container shows little. Ask to run the test across a full week of containers, or a realistic sample. The AI logistics coordinator should handle quotes, ranking, capacity, tenders, free-time tracking, and one backup case. A full-week test shows whether the process holds up when several containers become available at once.
How to measure drayage quotes work
Track the share of containers picked up within free time. Track the share of empties returned on time. Compare estimated totals with actual invoiced totals by carrier. These measures show whether the AI logistics employee improves drayage outcomes, not only the weekly spreadsheet.
Warning signs in a drayage quotes demo
- Quotes are compared on base rate only.
- The software cannot store chassis days or included items.
- Free time is not tracked per container.
- Backup carriers must be found by a person every time.
- Terminal charges cannot be matched to pickup and return dates.
Scoring the drayage quotes demo
Score each test as pass, partial, or fail. A pass means the AI logistics coordinator normalized, ranked, and acted with a full record. A partial means it ranked correctly but a person had to chase a pickup. A fail means a container passed its free time without anyone being told.
Where does Wilson fit in drayage quote comparison?
Wilson, by Cartage, is an AI logistics coordinator that supports drayage workflows within the agreed customer scope. It requests quotes from the customer's approved drayage carriers, compares them against the customer's rules, tenders, and tracks each move.
Wilson replaces the TMS for freight execution and connects to the company's ERP through a method that fits the customer's environment. It negotiates against the customer's rate targets within configured rules and approval limits, and rates outside those limits go to the logistics team. This AI logistics employee works with carriers through email, API, EDI where the carrier supports it, and phone calls where configured.
Tracking and invoices
Wilson tracks each load using the best source available, including carrier APIs, carrier websites, and email or direct outreach where configured. It audits and reconciles each carrier invoice against what was booked, and out-of-rule payments wait for a person. That link from quote to invoice helps catch drayage accessorials that were not agreed.
What Cartage asks about drayage quotes in discovery
Cartage asks which ports or rail ramps the team uses, how many containers move each week, and how drayage carriers quote today. Typical questions also cover chassis arrangements, free time patterns, and who approves backup carriers. These answers shape the first rules an AI logistics coordinator applies.
Weekly results the team can review
At the end of each week, the team should see how the plan worked. Which carriers moved how many containers? How many were picked up within free time? Did invoices match the estimated totals? Wilson can use shipment data from the loads it runs to produce carrier-performance and lane-rate reports on request. Those reports help the team adjust the next week's ranking and the container profile.
What Wilson does not do for drayage quotes
Wilson does not perform customs clearance. It uses the drayage carriers the customer approves. Wilson does not keep a standing carrier scorecard by default, though it can produce carrier-performance and lane-rate reports on request. Specific free-time tracking and terminal data sources should be confirmed in a demo for the customer's ports. Exact ERP connection details depend on the customer's systems.
Where teams start with drayage quotes
Most teams start their AI logistics coordinator on a few lanes and expand from there. Timing depends on scope. Cartage helps identify the first workflow during discovery. Importers often start with one port and their highest-volume drayage carriers.
Teams that wait on container release can read about drayage carrier response and container release. Teams connecting ocean and truck moves can see how ocean freight software hands off to drayage. Both topics shape how an AI logistics coordinator plans the week. A broader view covers AI drayage coordination.
FAQs
How should you compare weekly drayage quotes?
Rebuild each quote into base, fuel, chassis, and accessorials, price a typical container, and add the expected cost of missed free time. An AI logistics coordinator should rank carriers on that total.
Why does the cheapest drayage base rate often cost more?
Chassis days, waiting time, pre-pulls, and storage can add more than the base rate difference. An AI logistics employee should compare estimated totals, not base rates.
What is the difference between demurrage and detention in drayage?
Demurrage is charged for leaving a container at the terminal past free time. Ocean-side detention is charged for keeping the carrier's container out past its free time. An AI logistics coordinator should track both dates for each container.
Does carrier management software clear containers through customs?
No. A licensed customs broker usually handles clearance for the importer. An AI logistics employee can track release status where available and tender the move once the container is ready.
