Driver arrival and detention

The container reached port. Now the coordination starts.

Key Takeaways

  • A container reaching port is the start of the inland work, not the end of the ocean shipment. Documents, customs, release, drayage, delivery and charges still need coordinating.
  • 5 follow-ups usually come after arrival: documents and customs, release, the drayage booking, pickup and delivery, and charges.
  • Every day past free time can add demurrage or detention charges, and under the FMC's 2024 rule, billed parties get at least 30 days to dispute.
  • Wilson, by Cartage, is an AI logistics agent that coordinates ocean and drayage shipments, following up with the company's freight forwarder, customs broker and carriers until the shipment moves, and keeping the team informed.
  • Wilson is not a customs broker and does not clear customs. Tracking free time stays with the team, using the dates the forwarder and carrier provide.

Why does coordination get harder once the container arrives?

Coordination gets harder after arrival because four or five parties have to act in sequence (forwarder, customs broker, ocean carrier, terminal and drayage carrier), and each one waits on the last. Once the container is at the terminal, every day without a decision can cost money.

This affects manufacturers and distributors that import materials or finished goods and run inbound ocean freight from spreadsheets and email threads. Only 35% of supply chain leaders reported end-to-end visibility in a BCI Global survey of 240 companies, and even with visibility, someone still has to send the documents, book the truck and chase the replies. Charges after arrival are regulated: the Federal Maritime Commission final rule on detention and demurrage billing took effect May 28, 2024. It requires invoices within 30 days and gives billed parties at least 30 days to dispute.

Here's how one container drifts:

  • Monday 6:00 a.m.: A 40-foot container of components for a distributor discharges at the port. The forwarder emails an arrival notice.
  • Monday 11:30 a.m.: The customs broker emails the coordinator: the commercial invoice is missing the country of origin for two line items.
  • Tuesday 10:00 a.m.: After a day of emails between purchasing and the overseas supplier, the coordinator sends the corrected invoice. The broker files the entry.
  • Wednesday 2:00 p.m.: Customs releases the cargo. The coordinator emails the drayage carrier for a pickup. No reply.
  • Thursday 9:00 a.m.: The coordinator calls the drayage dispatcher, who has no truck until Monday.
  • Thursday 4:00 p.m.: The coordinator checks the arrival notice: free time ends Friday. The container will run into demurrage.

Each step took only hours, but nothing started until the step before it finished.

What follow-ups does a container need after arrival?

A container usually needs 5 follow-ups after arrival, and teams that start each one before the previous one ends typically lose fewer days at the terminal.

# Follow-up Who’s involved What has to be true before moving on
1 Documents and customs Customs broker, forwarder, supplier The broker has complete documents and has filed the entry
2 Release Ocean carrier, forwarder, customs Freight is paid, documents are surrendered and no holds remain
3 Drayage booking Drayage carrier An approved drayage carrier accepted the move
4 Pickup and delivery Drayage carrier, consignee Pickup time and delivery appointment are confirmed
5 Charges Forwarder, carriers, accounts payable Invoices match what was booked, or extra charges are explained

Terms that matter here

Demurrage is a charge for leaving a container at the terminal past the free time. Detention, in ocean freight, is generally a charge for keeping the carrier’s container outside the terminal past the free time, for example when it isn’t returned empty on time. The last free day is the final day before those charges start, set by the carrier’s and terminal’s terms.

Who owns each step after arrival?

Each party owns one piece, but the coordinator owns the sequence, and that ownership is what usually goes missing.

The customs broker files the entry and clears customs. The forwarder coordinates the ocean move, documents and often the release. The ocean carrier and terminal set the free time and decide when the container can leave. The drayage carrier moves the container to the warehouse and returns the empty. Only the coordinator’s job covers all of them.

If the forwarder also arranges drayage, the coordinator has one fewer party to chase but still needs the pickup confirmed. If the shipper uses its own drayage carriers, the booking and follow-up are fully in-house. For what happens once the container is released, see a released container is not a scheduled pickup.

Common mistakes teams make

  • Waiting for the arrival notice to start the documents. Consequence: the broker finds missing data after the container lands.
  • Booking drayage only after release. Consequence: the earliest available truck is days out, often past the free time.
  • Paying demurrage invoices without review. Consequence: the dispute window closes on delays the company may not have caused.

How does Wilson, by Cartage, coordinate after the container arrives?

Wilson, by Cartage, follows up with the company’s forwarder, customs broker and carriers until the shipment moves, books an approved drayage carrier and keeps the team informed. Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward.

Wilson is an AI logistics agent (see what is freight execution?) that supports ocean and drayage along with LTL, FTL, parcel and cross-border freight. For the wider ocean workflow, see AI ocean freight coordination.

Step Trigger What Wilson does When a person steps in
1. Documents The shipment is on the water Collects and generates the commercial invoice and packing list Product or origin data is missing
2. Broker Documents are ready Sends them to the customs broker and follows up until the broker confirms The broker needs a decision from the company
3. Forwarder Arrival is near Follows up with the forwarder on arrival, release status and holds A hold needs the company to act
4. Drayage Release is expected Tenders the move to an approved drayage carrier; moves to the next one if it declines The rate exceeds the approval limit, or no approved carrier accepts
5. Pickup The drayage carrier accepted Follows up by email and phone until the pickup is confirmed The pickup can’t be confirmed
6. Notify Status changes Tells the team and anyone else the company has set Not required
7. Audit and pay Invoices arrive Audits them against what was booked, then pays from the company’s wallet Approving unplanned charges such as demurrage

Controls: approvals, escalation and change history

Wilson starts with assisted execution, and the company decides which actions need approval, for example drayage bookings above a cost threshold or any charge that wasn’t part of the booking. The scope of execution can expand step by step. Wilson escalates to the team when a party can’t confirm, when no approved carrier accepts or when a decision exceeds the approval rules.

Every message, confirmation and change is recorded in the change history, which helps in a demurrage dispute: the team can show when documents went to the broker and when the drayage carrier was asked to pick up.

What Wilson does not do in this flow: it is not a customs broker and does not clear customs. It works through the forwarder, the broker and the carriers, and it does not track free time or the last free day. The team tracks those dates and sets the deadlines Wilson’s follow-ups work toward. Wilson only books carriers the company has approved.

How do teams reduce delays after arrival?

Teams reduce delays by starting each follow-up before the container arrives and by owning the free time calendar themselves.

Send the commercial invoice and packing list to the broker while the container is on the water, so data gaps surface early. Book drayage before release. Keep a free time log for every container, with the last free day from the forwarder’s arrival notice, and review it every morning. When charges arrive, check them against the log and dispute within the FMC window. For invoice controls, see freight invoice controls before payment.

What to ask a vendor to show in a demo

Show the follow-up to a customs broker on a real import, including the escalation if the broker doesn’t reply.

Show a drayage tender to an approved carrier, and what happens when it declines.

Show the follow-up to a forwarder on release status, with replies recorded on the shipment.

Show what the team sees when a pickup can’t be confirmed.

Show a demurrage charge on an invoice checked against what was booked, and the change history you’d use to dispute it.

FAQs

  • What needs to happen after a container arrives at port? Documents and customs, release, the drayage booking, pickup and delivery, and charges. Starting each one early typically keeps the container from sitting.
  • Does Wilson handle ocean freight and drayage? Yes. Wilson coordinates ocean and drayage, along with LTL, FTL, parcel and cross-border, following up with the forwarder, customs broker and carriers until the shipment moves.
  • Does Wilson clear customs? No. Wilson is not a customs broker. It collects and generates the shipping documents, including the commercial invoice and packing list, and follows up with the company's customs broker.
  • Does Wilson track free time or the last free day? No. The team tracks free time from the forwarder's and carrier's notices; Wilson coordinates the follow-ups and escalates when a party can't confirm.
  • What's the difference between demurrage and detention? Demurrage is generally charged for time at the terminal past free time; detention, for keeping the carrier's container out past free time.
  • How long do I have to dispute detention and demurrage charges? Under the FMC's final rule, effective May 28, 2024, invoices must be issued within 30 days, and billed parties have at least 30 days to dispute.
  • Does Wilson audit drayage invoices? Yes. Wilson audits and reconciles carrier invoices against what was booked, then pays the carrier from the company's wallet.
  • How is Wilson priced? There's no subscription fee. Pricing is a percentage of the carrier payments that run through Wilson. Pricing scales down as volume grows, and Enterprise pricing is custom.

Conclusion

When the container reaches port, the hardest coordination is just starting. Each step depends on a different party, and a few hours of waiting at each one can add up to days at the terminal and a demurrage invoice. Teams that start the next step early, keep their own free time log and review charges inside the dispute window usually keep that cost down.

Wilson, by Cartage, runs the follow-ups: documents to the broker, release status from the forwarder, an approved drayage carrier booked and confirmed, and the invoice audited.
