One freight workflow, three modes: LTL, parcel, and cross-border

Key Takeaways

  • LTL, parcel and cross-border follow different rules, but the coordination work is the same six stages: create the shipment, quote, tender, track, audit and pay.
  • What changes by mode is the detail inside each stage: freight class for LTL, labels and zones for parcel, and a customs broker, forwarder and extra documents for cross-border.
  • Running each mode in a different inbox or portal splits one order across several people, so nobody sees the whole order and the same mistakes repeat in each mode.
  • Wilson, by Cartage, is an AI logistics agent that runs LTL, FTL, ocean, drayage, parcel and cross-border freight in one workflow, from quote to payment, in one shipment record.
  • Wilson coordinates cross-border shipments but is not a customs broker; it follows up with the company's broker until the shipment moves.

Why do teams run LTL, parcel and cross-border as separate workflows?

Most teams run each mode separately because each one grew its own process: its own carriers, documents, portals and the one person who knows how it works. The work inside each mode is mostly the same, but it's done three times, in three places. One workflow keeps each mode's rules and puts the work in one record.

This affects manufacturers and distributors that ship to a mix of customers: pallets to distributors, cartons to small accounts and truckloads across a border. Cross-border is no side channel: the Bureau of Transportation Statistics reports $1.6 trillion in U.S. transborder freight with Canada and Mexico, $1.0 trillion of it by truck.

One order, three modes

  • Tuesday 9:40 a.m. An order lands in NetSuite with three lines: 8 pallets for a distributor in Ohio, 3 cartons for a small account in Denver, and a full truckload for a customer in Monterrey.
  • 9:55 a.m. The LTL coordinator emails three carriers for quotes on the pallets. Freight class comes from a spreadsheet the plant rarely updates.
  • 10:20 a.m. Someone in shipping prints a parcel label from a carrier portal. Nobody records the tracking number against the order.
  • 11:30 a.m. The cross-border coordinator asks the plant for the commercial invoice and packing list, then emails the customs broker.
  • Wednesday 2:15 p.m. Customer service gets a call asking where the order is. It checks three places, finds two answers and doesn't know the Monterrey load is waiting on a document.

Each mode worked as designed. The order, as a whole, had no owner.

What actually changes between LTL, parcel and cross-border?

Five things change by mode: the carriers, how price is set, the documents, how pickup works and who else is involved. A single workflow has to respect them, not flatten them.

 LTL Parcel Cross-border
Carriers LTL carriers FedEx, UPS Carriers, plus customs broker and forwarder
Price drivers Freight class, density, lane Weight, dimensions, zone Lane, mode, border handoffs
Documents BOL, pallet labels Shipping labels Commercial invoice, packing list, BOL
Pickup Scheduled window with the carrier Scheduled carrier pickup Scheduled, with handoffs at the border
Extra parties None None Customs broker, forwarder

The BOL, or bill of lading, is the shipping document the carrier signs at pickup; it lists what was handed over, and it’s the starting point for any claim. LTL adds a classification step: carriers price by freight class, and the NMFC moved to a 13-subprovision density scale for many items on July 19, 2025, so wrong weights or dimensions often lead to a reclassification and a higher invoice.

Cross-border adds parties, not just paperwork. The carrier may accept the load, but the shipment moves only when the broker has what it needs. For what happens after acceptance, see cross-border freight doesn’t end when the carrier accepts the load.

What stays the same across every mode?

Every mode runs through the same six stages: create the shipment from the order, quote, tender, track, audit and pay. The steps inside each stage change; the stages themselves don’t.

Every mode needs a shipment built from the order, with the right address, weights and dates. Every mode needs a price and a carrier, then a tender, the formal load offer the carrier accepts. Every mode needs tracking, updates to the people waiting and a response when something slips. Every mode ends with a POD, the proof of delivery the consignee signs, and an invoice that has to be checked against what was booked before it’s paid.

That last step is where split workflows cost the most. Invoices often include accessorials, charges beyond the base rate such as liftgate, residential delivery or detention. If parcel, LTL and cross-border invoices are checked by different people against different records, the same accessorial gets disputed in one mode and paid without question in another. For a mixed-mode routine in more depth, see parcel, LTL and FTL in one routine.

Common mistakes

  • Letting each mode keep its own record. Customer service checks several places and gives the customer the wrong answer.
  • Treating freight class as the plant’s job. Missing or stale SKU dimensions turn into reclassification charges weeks later.
  • Ending the cross-border job at carrier acceptance. The load sits at the border waiting on a document nobody chased.
  • Auditing only the expensive mode. Parcel and LTL accessorials add up because nobody checks them.

How does Wilson, by Cartage, run all three modes in one workflow?

Wilson runs every shipment through the same six stages and applies the mode’s own steps inside each one, in one shipment record. Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward.

Step Trigger What Wilson does When a person steps in
1. Create Order arrives from the ERP, a spreadsheet, email or a file drop Turns each order line into a shipment in the right mode If order data is missing
2. Quote Shipment is ready LTL: determines class from the SKU catalog and quotes approved carriers. Parcel: rates with FedEx and UPS If a rate exceeds the approval limit
3. Tender Carrier is selected Books the carrier, generates the BOL, labels and rate confirmation, and schedules pickup If no approved carrier accepts
4. Cross-border handoff Shipment crosses a border Generates the commercial invoice and packing list; follows up with the customs broker, forwarder and carriers If the broker needs a decision from the company
5. Track Load is moving Tracks, gets a new ETA and reason on delays, updates every party set to be notified, collects the POD If the POD is missing past the set window
6. Audit and pay Invoice arrives Audits and reconciles it against what was booked, then pays the carrier from the company’s wallet If a decision exceeds the approval rules

The controls are the same in every mode. Wilson starts with assisted execution, and the company chooses which actions need approval: for example, bookings above a cost threshold or rebookings on key customers. Wilson books only carriers the company has approved, and moves to the next approved option if one declines. Every message, confirmation and change, whatever the mode, goes into the shipment’s change history.

Some limits matter here. Wilson is not a customs broker and does not clear customs; it coordinates the shipment and keeps after the broker, forwarder and carriers until it moves. For LTL, Wilson calculates class from the customer’s SKU catalog, but the customer provides the weights, dimensions and any NMFC codes it uses and is responsible for their accuracy. If a carrier reclassifies a shipment, Wilson explains how the class was calculated.

How do you know one workflow is working across modes?

One workflow is working when any order, in any mode, can be answered from one record, and the team’s manual touches per load fall on the lanes Wilson runs. If customer service still checks a portal and an inbox, the workflow is still split.

Measure it by mode on a few lanes: manual touches per load, coordinator hours, time to book, missed pickups and POD collection time, compared with how those lanes ran before. Standard freight with existing carriers is usually the fastest to set up, and most customers expand from a few lanes. For how this fits the wider category, see what is freight execution?

What to ask a vendor to show in a demo

  • Load one mixed order. Show LTL, parcel and cross-border lines from the same order becoming shipments in one record.
  • Show freight class on an LTL line. Where do the inputs come from, and what happens if a SKU’s dimensions are missing?
  • Show a parcel shipment end to end. Rate, label, pickup, tracking and audit, without leaving the workflow.
  • Show a cross-border load after acceptance. Who chases the broker for what, and where is that follow-up recorded?
  • Show one invoice per mode. How is each checked against what was booked before payment?

FAQs

  • Can one system handle LTL, parcel and cross-border freight? Yes. Wilson, by Cartage, runs LTL, FTL, ocean, drayage, parcel and cross-border freight through the same six stages, with each mode's steps inside one shipment record.
  • What's the main difference between LTL and parcel? LTL is priced by freight class, density and lane and moves on palletized freight with a BOL; parcel is priced by weight, dimensions and zone and moves with shipping labels.
  • Does Wilson support parcel shipments? Yes. Wilson rates, labels, schedules pickups, tracks and audits parcel shipments with FedEx and UPS.
  • Does Wilson determine LTL freight class? Yes. Wilson looks up the NMFC classification and calculates the density-based subclass from the customer's SKU catalog. The customer is responsible for the accuracy of the inputs.
  • Does Wilson handle customs? Wilson is not a customs broker and does not clear customs. It generates the commercial invoice and packing list and follows up with the company's customs broker, forwarder and carriers until the shipment moves.
  • Which documents does Wilson generate? Rate confirmations, BOLs, packing slips and pallet labels, plus the commercial invoice and packing list for cross-border shipments.
  • How is Wilson priced? There's no subscription fee. Pricing is a percentage of the carrier payments that run through Wilson, and that one fee covers the full shipment lifecycle. Pricing scales down as volume grows, and Enterprise pricing is custom.

Conclusion

LTL, parcel and cross-border each have their own rules: freight class, labels and zones, brokers and border documents. But the work around them is the same six stages, and running that work in three places means one order has three owners and no single answer.

Wilson, by Cartage, keeps each mode's rules and runs the work in one record, under the same approvals and change history. Bring one mixed order your team shipped last week, with an LTL line, a parcel line and a cross-border line, and watch Wilson run all three in a demo at cartage.ai.
