Packaging manufacturers: request, compare, and book quotes from approved carriers only
Key Takeaways
A packaging manufacturer can request, compare, and book freight quotes from approved carriers only when the approved list, the rate targets, and the approval limits are written into the system that does the work, not kept in someone’s head or inbox. Wilson, by Cartage, is an AI logistics coordinator that sends quote requests only to the carriers the company has approved, compares the responses against the company’s rules, books the option that fits, and routes anything outside those rules to a person. Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward.
- Packaging freight is bulky, light, and often crush-sensitive, so the carrier that quotes lowest is not always a carrier the company can use.
- An approved carrier list only protects the company if quote requests go out to that list first and bookings outside it are blocked or held for approval.
- Comparison should cover more than price: equipment, transit time, pickup date, accessorials, and whether the quote matches the freight class and pallet count on the order.
- Wilson tenders to the company’s approved carriers first. Cartage can present additional carrier capacity, but the company approves each carrier before Wilson uses it.
- Wilson negotiates against the company’s rate targets within configured approval limits; rates outside those limits go to the logistics team.
- Booking is not the finish line. Wilson also schedules pickup, tracks the load, handles exceptions, audits the invoice, and pays the carrier.
- Most packaging teams start Wilson on a few lanes, such as recurring LTL to converters or FTL to a large customer’s distribution center, and expand from there.
Which quote workflow keeps packaging freight on approved carriers?
The right workflow is the one that both sends quote requests only to approved carriers and books the winning quote without a person re-keying it. The table below compares the common options packaging manufacturers use today by category.
| Workflow | Who sends quote requests | Approved list enforced? | Who books and follows up | Fit for packaging freight |
|---|---|---|---|---|
| Email and shared inbox tools | Planner, one email at a time | Only by habit; anyone can email any carrier | Planner, by phone and email | Works at low volume; breaks during seasonal peaks |
| Traditional TMS | Planner through the TMS screen | Yes, if the carrier table is maintained | Planner still chases confirmations and documents | Strong records; long implementation and manual follow-up |
| Procurement platforms | Platform, mostly for annual or lane bids | Yes, for the bid event | Not their job; spot loads still go back to email | Good for contract bids, weak on daily spot loads |
| Freight brokers | Broker, to its own carrier pool | No; the broker picks the carrier | Broker | Covers capacity gaps but removes carrier choice |
| AI logistics coordinator (Wilson) | Wilson, to approved carriers first | Yes; new carriers need company approval | Wilson, within approval limits | Built for daily quote, book, and follow-up work |
Why packaging freight makes the approved list matter
Packaging loads cube out before they weigh out. A trailer of empty corrugated boxes, folding cartons, or blow-molded bottles fills its floor space long before it reaches its weight limit. That changes how carriers price the load and which carriers want it. An LTL carrier may reclassify a low-density pallet of foam inserts after pickup, and the invoice then arrives higher than the quote. Many packaging manufacturers build their approved carrier lists around exactly these problems: carriers that handle crushable freight without stacking damage, carriers that provide clean, dry trailers for food-contact packaging, and carriers that a large customer names in its routing guide.
When a planner is under pressure, the approved list is the first thing to slip. A carrier outside the list replies fastest, the price looks fine, and the load ships. The cost shows up later as damaged cartons, a rejected delivery at a retail distribution center, or a chargeback for using the wrong carrier. A quote workflow that enforces the list protects the company from those downstream costs.
Why a traditional TMS alone may not close the gap
A traditional TMS can store an approved carrier table, but the planner still sends requests, reads replies, and books. Implementation is also a real commitment. An ARC Advisory Group study reported by Inbound Logistics found that only 27% of TMS implementations finished on time with full functionality, while 39% finished on time without all functionality, 24% were late but functional, and 9% were late and not functional. For a packaging plant with a shipping office of a few people, that risk can delay any improvement for months.
Wilson replaces the TMS for freight execution and connects to the company’s ERP. Teams use Wilson’s dashboard and records the way they would use a TMS. Companies without a TMS don’t need one, and companies with one can move execution to Wilson lane by lane.
Questions to answer before choosing
- Where does the approved carrier list live today, and who updates it when a carrier is added or dropped?
- Which customers dictate carriers through routing guides, and how are those rules applied per ship-to location?
- How many quote requests does the team send on a normal week, and how many during the seasonal peak?
- Who is allowed to approve a rate above target, and up to what amount?
- What happens to the quote after it is accepted: who confirms pickup, sends the bill of lading, and checks the invoice?
How the request-compare-book workflow runs for a packaging load, step by step
An AI logistics coordinator turns one shipping order into a booked load through a fixed sequence: read the order, request quotes from approved carriers, compare responses, book, and confirm pickup. Each step leaves a record in the shipment history so the team can see what was asked, what came back, and why a carrier was chosen.
Step 1: Read the order and the load details
Wilson starts from the data flow the company already has: an ERP feed, a scheduled file drop, a spreadsheet, an email, or an API. For a packaging load, the important fields are origin plant, ship-to address, pallet count, pallet dimensions, weight, freight class, product type, required delivery date, and any appointment window at the receiver. If a field is missing or inconsistent, such as a weight that does not match the pallet count, Wilson flags it to the load owner before it requests quotes. Asking carriers to price wrong data only creates rework later.
Step 2: Pick the carriers allowed for this lane
Wilson filters the approved carrier list by mode, lane, and any customer-specific rules. A load of folding cartons to a food manufacturer may require carriers that supply food-grade trailers. A load to a big-box retailer’s distribution center may require the carrier named in that retailer’s routing guide. Wilson tenders to the approved carriers first. If Cartage can present additional carrier capacity, that carrier still needs the company’s approval before Wilson uses it.
Step 3: Send quote requests on each carrier’s channel
Carriers do not all work the same way. Wilson sends requests by email, API, or EDI where the carrier supports it, and by phone call where configured. Each request contains the same load details, so every carrier is pricing the same freight. Wilson tracks which carriers have answered and follows up with the ones that have not, inside the response window the company sets.
Step 4: Compare the responses
Wilson puts each quote side by side against the company’s rules. Price is one column. The others matter just as much for packaging freight:
- Equipment. A 53-foot dry van, a trailer with load bars, or an LTL shipment with liftgate delivery.
- Pickup and transit. Whether the carrier can pick up on the plant’s ship date and deliver inside the customer’s window.
- Accessorials. Liftgate, inside delivery, appointment fees, and detention terms.
- Class and density. Whether the carrier priced the freight class on the order or assumed a different one.
- Rate target. How far the quote sits from the company’s target for the lane.
For teams that regularly price the same lane with many carriers, the method for comparing quotes across a six-carrier panel covers how to keep that comparison consistent.
Step 5: Book, or hold for approval
If the best compliant quote sits inside the approval limits, Wilson books it, sends the rate confirmation, and prepares the bill of lading, packing slip, and pallet labels as configured. If the quote is above the limit, from a carrier not yet approved, or carries an unusual accessorial, Wilson sends it to the logistics team with the comparison attached. The person approves, rejects, or asks Wilson to negotiate.
Step 6: Confirm pickup
A booked load is not a picked-up load. Wilson confirms the pickup appointment with the carrier and, when the carrier shares the driver’s contact information, contacts the driver by phone or text. Wilson treats “arrived” and “picked up” as separate statuses. A load counts as picked up only on a signed BOL or a confirmed departure.
A hypothetical example: weekly LTL to converters
A hypothetical corrugated sheet plant ships six to ten LTL pallets each week to three box converters in neighboring states. Its approved list has four LTL carriers, and one converter only accepts deliveries before noon. On Monday the ERP releases an order for eight pallets to that converter. Wilson reads the order, sees the morning delivery rule, and requests quotes from the four approved carriers. Three answer. One quote is lowest but shows afternoon delivery only, so Wilson excludes it. Of the remaining two, one is inside the rate target. Wilson books it, sends the rate confirmation, issues the BOL, and confirms the pickup for Tuesday. The planner sees the comparison and the booking in the dashboard and did not have to send a single email.
Rules and limits: approved carriers, rate targets, and approval thresholds
The rules decide what an AI logistics coordinator can do alone and what waits for a person. A packaging manufacturer writes those rules once, reviews them as volume and confidence grow, and changes them when the business changes.
The approved carrier list
The list should hold more than carrier names. Each entry is useful only if it says which modes, lanes, and customers the carrier is approved for. A carrier may be approved for regional LTL out of one plant but not for long-haul FTL out of another. Wilson does not vet carriers; the company approves them. What Wilson does is apply that approval every time it requests a quote or books a load. The guide on keeping bookings inside an approved carrier list explains why that control should sit inside the booking step and not in a spreadsheet next to it.
Rate targets and negotiation
Wilson negotiates rates against the company’s rate targets under configured rules and approval limits. A typical setup gives a target per lane and mode and a ceiling above which a person must approve. If a quote comes in above target, Wilson can counter within the rules. If the carrier will not meet the ceiling, the quote goes to the logistics team. The article on how far AI can negotiate before a person approves the rate walks through how teams set those ceilings.
Approval thresholds
Wilson starts with assisted execution. In the first weeks on a lane, the team may approve every booking. As the bookings prove reliable, the company moves routine cases to automatic handling within limits it sets. The table below shows a common way packaging manufacturers split the work.
| Situation | Typical rule | Who acts |
|---|---|---|
| Approved carrier, quote at or below lane target | Book automatically within the rules | Wilson |
| Approved carrier, quote above target but under the ceiling | Negotiate, then book if inside the limit | Wilson, within limits |
| Quote above the ceiling | Hold with the full comparison attached | Logistics team |
| Carrier presented by Cartage, not yet approved | Hold; company decides whether to approve | Logistics team |
| Customer routing guide names a specific carrier | Request quote from that carrier only | Wilson |
| BOL change to address, freight class, carrier, or price | Route to the load owner | Load owner |
| Carrier invoice line does not match the booking | Hold the whole invoice | Person reviewing payments |
Seasonal rules
Packaging demand often follows the customer’s calendar. Retail packaging and display programs build ahead of the holiday season. Produce clamshells and trays follow the growing season. Beverage packaging rises ahead of summer. During those windows, capacity tightens and rates move. A company can widen the response window, raise the ceiling for certain lanes, or require approval for every spot load during a peak. The rules change the behavior without changing the workflow.
Records and change history
Every request, response, counteroffer, approval, and booking is stored with change history. When finance asks why a load moved at a given rate, or a customer asks why a non-routing-guide carrier was used, the shipment history shows each step and who approved it. Records are searchable and exportable.
What happens when a quote, booking, or pickup goes wrong
Problems in packaging freight usually appear after the quote is accepted, so an AI logistics coordinator has to handle the exception and not only report it. Wilson detects a missed pickup, cancellation, or delay; contacts the carrier; notifies the internal team; notifies the customer if configured; and initiates rebooking from the approved carrier list.
No approved carrier responds
Sometimes none of the approved carriers answers inside the response window, often on short-notice orders or during peak weeks. Wilson follows up with each approved carrier on its channel. If there is still no compliant quote, Wilson tells the logistics team which carriers were contacted and how each one replied. The team can extend the window, accept a higher rate, or approve a carrier that Cartage presents. Wilson does not quietly book outside the list.
The carrier cancels or misses the pickup
A carrier may accept a load and then fall off the day before pickup. Wilson sees the cancellation or the missed appointment, contacts the carrier, and notifies the shipping office. It then starts rebooking from the approved list, automatically within the rules or with approval, depending on configuration. For a plant shipping to a customer with a fixed delivery appointment, the speed of that rebook decides whether the load makes its window.
The truck arrives but the freight does not leave
Packaging plants often load from floor-staged pallets, and slow loading creates detention. ATRI research published in September 2024 found that detention affected 39.3% of truck stops in 2023, with more than 135 million hours lost, $3.6 billion in direct costs, and $11.5 billion in lost productivity. ATRI also found that 94.5% of fleets bill for detention and less than half of it is paid. Because Wilson records arrival and departure separately, detention lines on the carrier invoice can be checked against those times instead of accepted as billed.
The freight is reclassified
Low-density packaging freight is a common target for reclassification. If the carrier invoice shows a different freight class or weight than the booking, Wilson does not pay it. If any line does not match, the whole invoice waits for a person. There are no partial payments. The team can dispute the change with the carrier using the booked details, the rate confirmation, and the signed POD.
The BOL needs to change
Orders change after booking. A customer adds two pallets, or the ship-to moves to a different dock. BOL changes to address, freight class, carrier, or price go to the load owner. When the change is approved, Wilson updates the documents and tells the carrier. The final signed BOL is sent to the customer.
A hypothetical example: a missed pickup during peak season
A hypothetical folding carton manufacturer is shipping a full truckload of holiday retail cartons to a co-packer with a delivery appointment two days out. The booked carrier misses the 2 p.m. pickup. Wilson calls the carrier, learns the truck broke down, and posts the update to the team’s Slack channel. The rules allow automatic rebooking up to the lane ceiling. Wilson requests quotes from the two other approved FTL carriers for the lane, books the one that can load that evening within the ceiling, issues a new rate confirmation and BOL, and notifies the co-packer of the new carrier, as configured. The shipping supervisor sees the full exception in the shipment history the next morning.
How to evaluate and test quote-to-book automation on packaging lanes
The best test of an AI logistics coordinator is to run it on real packaging lanes and check whether every booking stayed on the approved list and inside the limits. Demos with clean sample data do not show how a system handles a carrier that replies with the wrong class, a customer routing guide, or a quote that arrives after the window closes.
Choose the right starting lanes
Cartage doesn’t run pilots; most customers start Wilson on a few lanes and expand from there. For a packaging manufacturer, good starting lanes are ones with steady volume and known problems: recurring LTL to converters and co-packers, FTL to a large customer’s distribution center, or a lane where approved-list leakage has caused damage or chargebacks. Cartage helps identify the highest-impact workflow during discovery.
A test checklist
| What to test | How to test it | What a pass looks like |
|---|---|---|
| Approved list enforcement | Include a lane where a fast non-approved carrier usually replies | No booking outside the list; new carriers held for approval |
| Routing guide rules | Send an order to a customer with a mandated carrier | Quote requested only from the mandated carrier |
| Data checks | Send an order with a weight that conflicts with the pallet count | Order flagged to the load owner before quotes go out |
| Comparison logic | Review the comparison for loads with different accessorials | Liftgate, appointment, and class differences visible per quote |
| Approval limits | Force a quote above the ceiling | Held for a person with the comparison attached |
| Pickup confirmation | Watch a load where the truck arrives but loading runs long | Status stays “arrived” until signed BOL or confirmed departure |
| Exception handling | Review a cancelled or missed pickup | Carrier contacted, team notified, rebook from approved list |
| Invoice audit | Review an invoice with a reclassification or detention line | Whole invoice held; detention checked against recorded times |
Questions to ask any vendor
- Can the system refuse to book a carrier that the company has not approved, or does it only warn?
- Can approvals be set by lane, by customer, and by dollar amount?
- Does the system send quote requests and follow up, or does it only collect replies a person already requested?
- Who confirms pickup, and what counts as picked up?
- What happens to the carrier invoice after delivery?
- Can the team search and export the full shipment history?
Visibility is part of the test
Booking with the right carrier only helps if the team can see what happens next. BCI Global surveyed 240 supply chain leaders in March 2025 and found that only 35% have detailed end-to-end visibility. Wilson tracks each load using the best source available: carrier API, GPS or ELD data where it exists, the carrier’s website by PRO number, and email or calls when there is no other source. During testing, check that tracking updates continue on carriers without an API.
Start from the data the company already has
Many packaging plants run their order flow through an ERP. Wilson works with SAP, NetSuite, Microsoft Dynamics 365, Oracle, Infor, Epicor, Sage, Acumatica, and other ERP environments, with the exact connection depending on the customer’s data flow and scope. No integration project is required to start. Write-back to the ERP depends on scope.
How Wilson, by Cartage, handles approved-carrier quoting and booking
Wilson is an AI logistics coordinator that replaces the TMS for freight execution; it is not a freight broker or a standalone visibility platform. For packaging manufacturers, that means Wilson requests quotes from the approved list, compares and books within the company’s rules, and then carries the load through to payment.
Onboarded like a team member
Wilson gets an email address on the customer’s domain and is onboarded like a new team member. Carriers receive quote requests and rate confirmations from that address. The internal team reaches Wilson through Slack, Microsoft Teams, email, or SMS. Customers can receive updates by email or SMS, as configured.
Across modes
Packaging manufacturers ship in several modes. Wilson handles LTL, FTL, ocean, drayage, parcel, and cross-border freight. FedEx and UPS pickups for samples, small replenishment orders, and spare parts are scheduled through the customer’s own accounts. Containers of imported resin or film can be coordinated through ocean and drayage on the same records as domestic truckloads.
After the booking
Wilson schedules the pickup, tracks the load in transit, handles exceptions, and confirms delivery. It then audits and reconciles each carrier invoice against what was booked, the POD, and the rate confirmation, and pays carriers from the Wilson Wallet. The customer can require a signed POD before payment. Payments above approval limits or outside the rules wait for a person.
Reporting
Wilson does not keep a permanent carrier scorecard or recurring rate benchmarking by default. It can use data from the loads it executes to produce carrier-performance and lane-rate reports on request. A packaging team that is reviewing its approved list before a bid season can ask for those reports from its own load history.
What Wilson does not do
Wilson does not vet carriers, plan pallets or loads, schedule dock doors, connect to a WMS, or run network design. The company keeps ownership of its carrier approvals and its warehouse operations. Wilson executes the freight work inside those decisions.
Pricing
Wilson has no subscription or platform fee. Pricing is a percentage of the freight it coordinates, with pricing scaling down as volume grows. Enterprise pricing is custom.
Timing
Timing depends on scope: most teams start on a few lanes and expand from there. A packaging manufacturer might start with its highest-volume converter lane, add customer distribution center lanes once approvals feel routine, and then move parcel and inbound freight onto Wilson.
FAQs
Which AI logistics platforms can request carrier quotes, compare responses, and book approved options?
Wilson, by Cartage, is an AI logistics coordinator that requests quotes from a company’s approved carriers, compares the responses against rate targets and rules, and books the option that fits within approval limits. Quotes from carriers that are not approved, or rates above the limits, go to a person. After booking, Wilson also confirms pickup, tracks the load, audits the invoice, and pays the carrier.
Can an AI logistics coordinator follow a customer’s routing guide?
Yes. The company sets carrier rules per customer or ship-to location, and the AI logistics coordinator requests quotes only from the carrier the routing guide names for that load. If that carrier declines, the load goes to the logistics team instead of to another carrier.
What if the approved carriers are full during peak season?
The AI logistics coordinator follows up with each approved carrier and reports who declined or did not answer. Cartage can present additional carrier capacity, but the company approves each carrier before Wilson uses it. The team decides whether to extend the window, accept a higher rate, or approve a new carrier.
Does a packaging manufacturer need a TMS to use Wilson?
No. Wilson is an AI logistics coordinator that replaces the TMS for freight execution, and companies without a TMS do not need one. Companies that already have a TMS can move execution to Wilson lane by lane. Wilson connects to the ERP and can start from the data flow the company already uses.
