Planning Recommendation vs Shipping Release: Who Can Authorize Booking?
Key Takeaways
Updated October 17, 2026
A planning recommendation should become a carrier booking only after the company's release rules authorize freight action. A forecast, replenishment suggestion, or planned order does not automatically mean the goods are ready or the company has approved transport spend. Wilson, by Cartage, handles freight execution after the agreed order handoff, within customer rules.
- Define which business event permits quoting and which permits booking.
- Keep a planned date separate from a confirmed shipping requirement.
- Assign ownership when production, inventory, or customer needs change.
- Treat ERP integration as a way to transfer an authorized instruction, not as the source of authority itself.
Compare planning and release events by what they permit
Different business events can look similar in a system while authorizing different work. Use this table to agree the meaning before connecting an AI planning tool or freight workflow.
| Event | What it establishes | Possible permitted action to define | What it does not prove |
|---|---|---|---|
| Planning recommendation | A proposed response to demand or supply | Internal review or capacity investigation | An approved customer or shipping commitment |
| Order creation | A business record exists | Prepare the required information | Goods are available for collection |
| Shipping release | The company authorizes a defined freight step | Quote, tender, or book according to the rule | The carrier has accepted |
| Carrier acceptance | A provider agrees to the relevant transport terms | Execute the confirmed arrangement | Every later change is already approved |
These are operating definitions to establish with your team. They are not a universal ERP status model or a claim about every product's default behavior.
Name the business owner of the release
The release needs an owner who can explain what the company is authorizing. That person or role may differ from the employee who maintains the integration.
For an illustrative manufacturer, planning may identify the need for an inbound component. Purchasing may place the order, production may set the required date, and logistics may book transport after readiness is confirmed. A connection between these records does not remove the separate decisions.
For a distributor, stock allocation and warehouse release may determine when a customer order can enter the freight workflow. The authorized transport action should reflect those rules rather than the mere appearance of a new order number.
Identify who can correct an inaccurate release and who receives the unresolved question. This protects the company from treating software-generated recommendations as permission to spend or promise service without the required business decision.
Decide whether early quoting is useful before release
Early quoting can help the team assess service or capacity, but it should be clearly distinguished from a booking instruction. Define what the carrier request means.
A plant may want indicative transport options while production timing remains uncertain. The request should make that uncertainty visible. The company must then decide what information is required before the quote can become an accepted shipment.
Avoid sending a carrier a firm pickup expectation when readiness is still a proposal. Also avoid using the returned quote as proof that the provider has committed equipment for the eventual release.
Wilson requests and compares quotes from approved carriers and negotiates within customer targets and limits. The configured workflow determines its permitted actions. Read the order-to-booking handoff to separate the initial information from the carrier commitment that follows.
Define the freight fields the release must carry
An authorized release also needs usable information. A clear approval cannot compensate for a missing address, uncertain shipment quantity, or unknown equipment requirement.
Specify the order and release identifiers, shipping and receiving locations, freight characteristics, readiness, service constraints, and any required approval context. The exact fields depend on mode and the customer's operation.
Use consistent units and distinguish planned from confirmed values. If weight is an estimate, make that status explicit and define who supplies the final value. If a receiving window is a request, identify who confirms it before the shipment proceeds.
Wilson connects to the ERP order flow, with the integration method scoped to the environment. Do not infer universal connectors or assume every proposed field is automatically available. The implementation should show how incomplete information reaches the right owner instead of turning it into an apparently ready shipment.
Handle a revised recommendation after carrier acceptance
A new planning decision does not automatically cancel the carrier's existing commitment. Once a load is accepted, the change requires its own freight review.
Suppose an illustrative production plan changes after a carrier has accepted pickup. The team needs to determine whether the shipment still moves, whether the carrier can accept a revised arrangement, and whether there are commercial consequences to review. An internal date edit is not enough.
Identify the current booking owner and the approval boundary for a change. Keep the original commitment visible until the revised instructions are confirmed through the agreed process.
The ERP order change article provides a related evaluation path. Test a changed release and an attempted cancellation as separate cases. These are buyer requirements to demonstrate, not a claim that every planning or execution platform handles them identically.
Test the boundary with planning, operations, and IT together
A boundary test should prove that a proposed plan cannot accidentally become an unauthorized freight commitment. Give the participants the same small set of records and decision rules.
Include a recommendation awaiting review, an authorized release, an incomplete release, and a change after carrier acceptance. Ask the proposed workflow to identify the permitted next action for each record. Determine who handles an uncertain state.
Wilson replaces the TMS for freight execution. It creates, quotes, tenders, tracks, audits, and pays freight within company rules, using approved carriers. It does not take over supply planning, inventory optimization, route optimization, or production scheduling.
A successful evaluation makes the business handoff easier to understand. Planning knows what information it must supply; operations knows what is authorized; IT knows which data event to transfer. The result is a defined release process rather than a general promise that connected AI tools will coordinate every decision.
FAQs
Can a planning recommendation authorize a carrier booking?
Only if the company's defined process gives that event the required authority. Wilson follows customer-configured freight rules; it should receive the agreed instruction and information.
Can we request quotes before freight is released?
The company can define an early quoting process. Make uncertainty explicit and keep the request separate from final booking authority.
Does connecting the ERP decide who can spend?
No. The connection transfers information. The company must define approval authority and which business event permits each freight action.
What if planning changes after the carrier accepts?
Review the existing commitment, communicate the required change, and obtain the necessary confirmations and approvals. Do not assume an internal edit cancels a booking.
