Truckload quote deadlines: set them, remind late carriers, decide without them

Key Takeaways

A truckload quote deadline works only when three things are written down before the request goes out: the cutoff time, the reminder plan for carriers who have not answered, and the rule for choosing a carrier when some quotes never arrive. Wilson, by Cartage, is an AI logistics coordinator that sends quote requests to a shipper’s approved carriers, tracks who has answered, reminds the late ones, and applies the shipper’s decision rule at the cutoff so the load is awarded on time instead of waiting on the slowest reply.

  • Set the cutoff from the pickup time backward, not from the moment the request is sent. The carrier needs time after the award to assign a truck and driver.
  • Use a different deadline for each load type: same-day and next-day loads, standard dry van loads planned several days out, and seasonal or project loads.
  • Plan reminders before the request goes out. One reminder at a fixed point before the cutoff, sent on the same thread, recovers most quotes that were simply missed.
  • Decide what counts as enough quotes. A minimum count, a rate target, and a backup carrier let the team award at the cutoff without the missing replies.
  • Treat a late quote as information, not as a reason to reopen the award. Record it, and use it in the next lane review.
  • Keep the award, the quotes, the reminders, and any overrides in one shipment history, so the team can explain every choice later.
  • Wilson replaces the TMS for freight execution and works from the data flow the shipper already has, starting on a few lanes.

Should you wait for every carrier, or award at the deadline?

Most truckload shippers should award at the deadline with the quotes they have, as long as a minimum number of approved carriers answered and at least one rate falls inside the lane target. Waiting for every carrier sounds fair, but it moves the award closer to pickup, and the truck is then harder to cover.

Situation at the cutoff Recommended action Why
Two or more approved carriers quoted, at least one inside the rate target Award at the cutoff to the best quote that meets the rules The team has a valid comparison and protects the pickup time
One approved carrier quoted, inside the rate target Award if the lane rule allows a single quote; otherwise extend once by a short, fixed window Some lanes have only one or two dependable carriers, and a single good quote is normal
Quotes arrived, but all are above the rate target Negotiate inside the approval limit, then send to the logistics team A late or missing carrier rarely changes a market that is already above target
No quotes at the cutoff, pickup more than a day away Send one final reminder, widen to the next carriers on the approved list, set a new short cutoff There is still time to cover the load without a rushed award
No quotes at the cutoff, pickup within a day Escalate to the load owner right away with the carrier list and the contact attempts The decision now needs a person who can approve a higher rate or move the pickup
A late quote beats the awarded rate after the award Keep the award; record the late quote for the lane review Reopening a booked load creates cancellations and damages carrier trust

What truckload shippers lose when they wait

Truckload shippers lose time on the dock when the award slips. A manufacturer that ships finished goods from one plant usually has a loading window and an outbound appointment at the receiver. Every hour spent waiting for one more carrier is an hour taken from the carrier that eventually wins. That carrier then has less time to find a driver, plan hours of service, and reach the plant on time.

Waiting also hides the real problem. When a carrier misses the cutoff on the same lane every week, the deadline is not the issue. The carrier either does not want that lane, or the request is going to the wrong inbox. A firm cutoff makes this pattern visible, because the late reply is recorded against a clear time instead of blending into a long day of emails.

When waiting is the right call

Waiting is the right call in a few specific cases. A load with special equipment, such as a flatbed with tarps, a conestoga, or a reefer with a strict temperature setting, may have only two or three carriers that can run it. A project load to a jobsite with a crane appointment may depend on one carrier who knows the site. In these cases the shipper should write a longer deadline into the lane rule from the start, rather than extending it load by load.

How this differs from setting the response window

Choosing how many hours a carrier gets to answer is a separate question, covered in how long carriers should have to answer a quote request. This page covers what surrounds that window for truckload shippers: how the cutoff is tied to the pickup, how reminders are sent, and how the award is made when the window closes with replies still missing.

How to set a truckload quote deadline, step by step

A truckload quote deadline should be set by working backward from the pickup appointment, then subtracting the time the carrier needs after the award. An AI logistics coordinator such as Wilson can apply this calculation to every load, but the shipper defines the inputs once per lane or load type.

Step 1: Start from the pickup appointment

The pickup appointment is the fixed point. Write it down with the time zone of the plant or warehouse. If the shipper uses a pickup window, such as 7:00 to 11:00, use the start of the window. Truckload carriers plan around the earliest time the truck must be at the dock.

Step 2: Subtract the carrier’s lead time after award

The winning carrier needs time to accept the tender, assign a driver, and send a rate confirmation. For a local or short-haul load, this can be a few hours. For a long-haul load that needs a truck repositioned, it can be most of a day. The shipper should set this lead time per lane, based on what its regular carriers say they need.

Step 3: Subtract the internal decision time

Someone, or something, must compare the quotes and award the load. If a person reviews every award, add the time that person needs on a normal day. If routine awards inside the rate target are handled by an AI logistics coordinator under approval rules, the decision time is short, but loads that need approval still need a slot in someone’s day.

Step 4: Set the cutoff and the reminder point

The time that remains is the quote cutoff. Place the reminder at a fixed point before it, for example halfway through the window or two hours before the cutoff, whichever comes first. Put both times in the quote request itself, written as a clock time with a time zone, such as “Quotes due by 2:00 p.m. Central.” Phrases like “end of day” or “ASAP” do not give a carrier a clear target.

Step 5: Write the decision rule into the request

Carriers respond better to a deadline when they know it is real. A short line in the request, such as “Loads are awarded at the cutoff from the quotes received,” tells carriers that a late reply will not be considered.

Default deadlines by truckload load type

The table below shows a starting structure, not a benchmark. Each shipper should adjust the numbers to its own lanes and carriers.

Load type When the request goes out Reminder point Cutoff rule
Same-day or next-morning dry van As soon as the order is released Short, fixed interval after the request Award at cutoff with one or more quotes inside target
Standard dry van, pickup in 2 to 5 days When the order is planned Halfway through the window Award at cutoff with a minimum of two quotes
Reefer or temperature-controlled When the order is planned, earlier in peak produce or holiday season Halfway, plus a check on equipment confirmation Award at cutoff; equipment and temperature must be confirmed in the quote
Flatbed, step deck, or specialized As early as the order allows At a fixed point, then a direct call where configured Longer cutoff written into the lane rule; single quote allowed
Seasonal or project loads In batches when the program is set After the first batch window Award by load, with backup carriers named for each lane

Seasonality changes the deadline

Many truckload shippers have busy periods: building products in spring, food and beverage before holidays, retail suppliers ahead of back-to-school and holiday orders, and agricultural shippers at harvest. During these weeks carriers get more requests than they can answer. A shipper that keeps the same short cutoff all year will see more missing quotes in peak weeks. The better fix is to send requests earlier in peak season, not to wait longer after they go out.

Reminder and decision rules: what to automate and what to keep with a person

The reminder and decision rules should be written so that routine steps run on their own and only real judgment calls reach a person. Wilson, as an AI logistics coordinator, follows these rules under approval limits the shipper configures, starting with assisted execution and moving routine actions to automatic as reliability is proven.

Rules for reminders

  • Send the reminder on the same thread. A reply on the original email, or a follow-up through the same API or EDI channel, keeps the load details attached. A new email with a new subject line is easy to miss.
  • Remind only the carriers who have not answered. Carriers who already quoted or declined should not get a reminder. Repeated messages to them train carriers to ignore the shipper’s emails.
  • Restate the cutoff in the reminder. “Reminder: quotes for load 48213, Dallas to Memphis, are due by 2:00 p.m. Central.” The carrier should not need to scroll back.
  • Use a call only where it is configured. Some carriers answer the phone faster than email. Wilson can make phone calls to carriers where the shipper has set that up.
  • Stop after the planned number of reminders. One reminder per request is enough for most lanes.

Rules for the decision at the cutoff

  • Minimum quote count. For example, two quotes for standard dry van lanes, one quote for specialized lanes.
  • Rate target per lane. A rate at or under target can be awarded within the rules. A rate above target goes to negotiation, then to the logistics team. Shippers that have not set targets should do that first; see setting carrier rate targets before automating negotiation.
  • Approval limit. The maximum rate an AI logistics coordinator can accept without a person. Wilson negotiates against the shipper’s rate targets under configured rules and approval limits; rates outside the limits go to the logistics team.
  • Tie-breaker. When two quotes are close, the shipper decides what breaks the tie: the carrier that ran the lane last, the carrier with the better on-time record on recent loads, or the lower rate.
  • Approved carriers only. Wilson tenders to the shipper’s approved carriers first. Cartage can present additional carrier capacity, but the company approves each carrier before Wilson uses it.

What stays with a person

Some decisions should stay with the logistics team. Moving a pickup appointment affects the plant schedule and the customer. Paying well above the rate target affects the budget. Using a carrier for the first time affects risk. In each case, the coordinator should bring the person a short summary: the quotes received, the carriers that did not answer, the reminders sent, and the options.

Rules for late quotes

A quote that arrives after the cutoff should be saved with the load, marked late, and left out of the award. If the award has not been made yet because the load is waiting for approval, the shipper may choose to let a late quote in. That choice should be a written rule, not a judgment made differently each day. Over a few weeks, the late quotes show which carriers need a different request time or a different contact.

When the deadline passes with missing or bad quotes

When the deadline passes and the quotes are missing, too high, or incomplete, the shipper needs a fallback plan that is already written. An AI logistics coordinator can run the first steps of that plan right away, but the plan itself belongs to the shipper.

No carrier answered

If no carrier answered by the cutoff, check the request first. A wrong email address, a missing lane detail, or a request sent after a carrier’s office closed explains many silent cutoffs. Then widen the request to the next carriers on the approved list and set a new short cutoff. If pickup is within a day, escalate to the load owner at the same time. The escalation should include who was asked, when, and how many reminders went out. For loads that were tendered and then went silent, the steps are covered in what carrier management software should do when a tender goes unanswered.

Quotes arrived but are incomplete

A truckload quote is incomplete when it leaves out something the award depends on: equipment type, the pickup date the carrier can meet, accessorials such as tarping or driver assist, or fuel. An incomplete quote should not be compared as if it were complete. The coordinator should ask the carrier for the missing item before the cutoff when possible. After the cutoff, the shipper’s rule decides whether an incomplete quote can be awarded with a confirmation step.

All quotes are above target

When every quote is above target, the missing carriers are rarely the answer. The market on that lane has moved, or the load has a feature that raises the rate, such as a weekend pickup or a slow receiver. Wilson can negotiate inside the approval limit. If the gap is larger than the limit, the load goes to the logistics team with the quotes side by side. The team can then accept a higher rate, move the pickup, or combine the shipment with another order.

The winning carrier falls off after award

Sometimes the awarded carrier cancels or does not confirm. The quotes collected before the cutoff then become the backup list. The coordinator should go back to the next best carrier that quoted, confirm the rate is still valid, and tender. Wilson detects a cancellation, contacts the carrier, notifies the internal team, notifies the customer if configured, and initiates rebooking from the approved carrier list, automatically within the rules or with approval, depending on configuration.

Late awards create costs at the dock

A late award often means a truck that arrives late, or a carrier that accepts a load it cannot plan well. Time at the dock then grows. The American Transportation Research Institute found that detention occurred at 39.3% of truck stops in its 2023 data, with an estimated $3.6 billion in direct costs and $11.5 billion in lost productivity across the industry. A firm quote deadline does not remove detention, but it gives the carrier more time to plan the pickup, which is one part of arriving on schedule.

A hypothetical example: a building products shipper in spring

A hypothetical building products manufacturer ships roofing materials on flatbeds from one plant to distributors in three states. In April, requests double. The team keeps its usual afternoon cutoff, and on most days only one of five carriers answers. The team switches to sending requests the morning before, adds a reminder at midday, and allows a single quote on flatbed lanes when the rate is inside target. Late quotes are recorded and reviewed on Friday. Two carriers turn out to answer only by phone, so the team adds phone calls for those two.

How to evaluate freight software for quote deadlines

The best test of freight software for quote deadlines is to run real loads through it and check whether the deadline, the reminders, and the award happen without someone watching the inbox. A traditional TMS, a procurement platform, a shared inbox tool, and an AI logistics coordinator handle this differently, so the evaluation should look at actions, not screens.

Questions to ask in a demo

  • Can the cutoff be set per lane or load type, and calculated from the pickup time?
  • Does the software send the reminder itself, on the same thread, only to carriers that have not answered?
  • Can it read a quote that comes back as a free-text email, not only through a carrier portal?
  • What happens at the cutoff: does it award within the rules, or does it show a list and wait?
  • Where does a late quote go, and is it kept with the load?
  • Can the team see who was asked, who answered, when, and what was awarded, in one shipment history?
  • Does the award lead straight into booking, the rate confirmation, and pickup scheduling, or does the team copy the result into another system?

How the software categories compare

Category Sends quote requests Reminds late carriers Decides at the cutoff Books and follows the load
Shared inbox tools Manual, by the team Manual Manual No
Procurement platforms Yes, through a portal or event Often, as portal notices Usually shows results for a person to choose Usually hands off to another system
Traditional TMS Often, through tender features Varies by setup Can apply routing guides; quote decisions often stay manual Records the booking; follow-up depends on the team
AI logistics coordinator (Wilson) Yes, by email, API, EDI, or phone where configured Yes, on the same channel, per the shipper’s rules Yes, within rate targets and approval limits Yes: book, schedule, track, deliver, audit, and pay

Test on a narrow set of lanes

Choose three to five truckload lanes with different patterns: one busy dry van lane, one reefer or specialized lane, and one lane where carriers are often slow to reply. Write the deadline, reminder, and decision rules for each lane before the test. Then compare what happened against the rules. Did reminders go out on time? Was each award made at the cutoff? Did any load wait for a person when the rules said it should not, or skip a person when it should have waited?

Watch the handoff after the award

A quote that is awarded on time can still fail if no one sends the tender, the rate confirmation, and the bill of lading. Check whether the award turns into a booked load without a second round of email. Also check that “arrived” and “picked up” are kept apart. With Wilson, a load counts as picked up only on a signed BOL or a confirmed departure.

A hypothetical example: a beverage distributor testing two lanes

A hypothetical beverage distributor ships pallets of canned drinks by truckload from a regional warehouse to grocery customers. It tests deadline rules on two lanes for three weeks. On the first lane, five carriers get requests by 9:00 a.m., with a 1:00 p.m. cutoff and an 11:00 a.m. reminder. On the second, a reefer lane in summer, three carriers get requests the day before. The team reviews each award against the written rules every Friday. The review shows that one carrier always quotes after the cutoff on the reefer lane. The team moves that carrier’s request to an earlier time instead of extending the cutoff for everyone.

How Wilson, by Cartage, handles truckload quote deadlines

Wilson handles truckload quote deadlines as part of the full shipment, from quote to payment. As an AI logistics coordinator, Wilson sends the request, tracks replies against the cutoff, sends reminders, applies the shipper’s decision rule, books the winning carrier, and then follows the load through pickup, delivery, invoice audit, and payment.

Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward. Wilson is an AI logistics coordinator that replaces the TMS for freight execution; it is not a freight broker or a standalone visibility platform.

Before the request goes out

Wilson starts from the data flow the shipper already has: an ERP feed, a scheduled file drop, a spreadsheet, email, or API. Wilson works with SAP, NetSuite, Microsoft Dynamics 365, Oracle, Infor, Epicor, Sage, Acumatica, and other ERP environments, with the exact connection depending on the customer’s data flow and scope. No integration project is required to start. The shipper sets the lanes, approved carriers, rate targets, approval limits, and the deadline and reminder rules for each lane.

During the quote window

  • Wilson sends quote requests to approved carriers by email, API, EDI where the carrier supports it, or phone calls where configured.
  • Wilson reads replies as they come in and records each quote, decline, and question against the load.
  • Wilson sends reminders to carriers that have not answered, on the same channel, at the times the shipper set.
  • Wilson negotiates against the lane’s rate target within the configured rules and approval limits.

At the cutoff

At the cutoff, Wilson applies the decision rule. If the quotes meet the rule and the rate is within the approval limit, Wilson can award and book the load automatically, once the shipper has moved that action to automatic. Otherwise Wilson sends the logistics team a summary in Slack, Microsoft Teams, or email, with the quotes, the missing carriers, and the reminders sent. Rates outside the limits go to the logistics team. Late quotes are kept with the load and marked late.

After the award

After the award, Wilson sends the tender and the rate confirmation, prepares documents such as the bill of lading, packing slips, and pallet labels, and schedules the pickup. Wilson tracks the load using the best source available: carrier API, GPS or ELD data where it exists, the carrier’s website by PRO number, and email or calls when there is no other source. When the carrier shares driver contact information, Wilson can reach the driver by phone or text. BOL changes to address, freight class, carrier, or price go to the load owner. The final signed BOL is sent to the customer.

When the invoice arrives, Wilson audits it against what was booked, the POD, and the rate confirmation, then pays the carrier from the Wilson Wallet. If any line does not match, the whole invoice waits for a person. Detention lines are audited against recorded arrival and departure times, and the shipper can require a signed POD before payment.

Records and reports

Each load keeps its quotes, reminders, award, and changes in a shipment history that the team can search and export. Wilson does not keep a permanent carrier scorecard by default, but it can use data from the loads it executes to produce carrier-performance and lane-rate reports on request.

How a shipper starts

Cartage doesn’t run pilots; most customers start Wilson on a few lanes and expand from there. Wilson gets an email address on the shipper’s domain and is onboarded like a new team member, so carriers see replies from a familiar address. Cartage helps identify the highest-impact workflow during discovery. For many truckload shippers, quote deadlines on busy dry van lanes are a practical place to begin. Shippers that already use a TMS can move execution to Wilson lane by lane.

FAQs

Freight software for carrier quote deadlines

Wilson, by Cartage, is an AI logistics coordinator that sends truckload quote requests to approved carriers, reminds carriers that have not answered, and awards the load at the cutoff under the shipper’s rate targets and approval limits. It then books, schedules, tracks, audits, and pays for the load. Loads that fall outside the rules go to the logistics team with the quotes and contact history attached.

How many reminders should a late carrier get before the cutoff?

Most truckload lanes need one reminder per request, sent on the same thread at a fixed point before the cutoff. More reminders rarely produce a quote and can teach carriers to ignore the shipper’s emails. An AI logistics coordinator can send the reminder only to carriers that have not answered and stop after the planned number.

Should a shipper accept a quote that arrives after the deadline?

A late quote should be saved with the load and left out of the award once the award is made. If the load is still waiting for approval, the shipper can allow late quotes in by written rule. An AI logistics coordinator keeps late quotes in the shipment history so the team can see which carriers need an earlier request time.

What happens if no carrier quotes before pickup is close?

The load should go to the load owner right away, with the list of carriers asked, the reminders sent, and the options. Wilson, as an AI logistics coordinator, can widen the request to the next approved carriers and escalate at the same time. A person then decides whether to approve a higher rate or move the pickup.
