LTL tender declined: moving to the next approved carrier without losing the pickup date
Key Takeaways
When an LTL carrier declines a tender, the shipper keeps the pickup date only if the next approved carrier receives a complete, correct tender before that carrier’s same-day or next-day pickup cutoff. Wilson, by Cartage, is an AI logistics coordinator that reads the decline, picks the next carrier from the company’s approved list for that lane, re-sends the tender with the same pickup window and shipment details, and confirms the pickup inside the company’s rate and approval rules. The clock in LTL is short, so the handoff has to happen in minutes, not after someone reads the inbox the next morning.
- In LTL, the pickup date is usually lost to the cutoff, not to the decline itself. Most carriers stop accepting same-day pickup requests at a fixed time, and a decline that sits unread past that time pushes the load a day.
- The next carrier must actually serve both the origin and destination ZIP codes. A carrier that is approved on paper but has no terminal coverage at the consignee is not a real fallback.
- Re-tendering is more than forwarding an email. Freight class, pallet count, dimensions, weight, accessorials such as liftgate or limited access, and the shipper’s dock hours all have to travel with the new tender.
- The bill of lading and pallet labels often change when the carrier changes. A new PRO number and a reissued BOL must reach the dock before the driver arrives.
- A clear rule set decides when the fallback books on its own and when it waits for a person: rate ceiling, carrier order, accessorial changes, and how much of the pickup window may be given up.
- Wilson works only with carriers the company has approved, starts with assisted execution, and records every tender, decline, and rebooking in shipment history.
- Test any tool with a staged decline on a real lane late in the day. What matters is whether a confirmed pickup exists before the dock closes.
Should a declined LTL tender go to the next carrier automatically, or wait for a person?
A declined LTL tender should go to the next approved carrier automatically when the lane, the freight, and the price stay inside rules the company has already set, and it should wait for a person when any of those change. The table below sorts the most common LTL decline situations by that test.
| Decline situation | Default action | Why |
|---|---|---|
| Carrier declines a standard 1–4 pallet load on a regular lane; next carrier’s quote is within the lane target | Re-tender automatically | Nothing about the shipment changes except the carrier, and the price is inside the approved range. |
| Carrier declines because it cannot meet the requested pickup date | Re-tender automatically to a carrier that can meet the date | The date is the thing being protected, so the decline reason points straight to the next step. |
| Next carrier quotes above the lane target but under the approval limit | Re-tender automatically and note the variance | The company has already said this range is acceptable for this lane. |
| Next carrier quotes above the approval limit | Ask the logistics team before booking | The rate is outside what the company allowed the coordinator to accept. |
| Next carrier needs a different freight class, a reweigh, or added accessorials | Ask the load owner | Class or accessorial changes affect price and the BOL, and they belong to the person who owns the load. |
| No carrier on the approved list serves the destination ZIP | Escalate to the team | Using an unapproved carrier is a company decision, not a routine fallback. |
| Consignee has a fixed delivery appointment that the new carrier cannot meet | Ask the team and the customer contact, if configured | Keeping the pickup date is useless if the delivery appointment is missed. |
| Hazmat, high-value, or guaranteed-service shipment | Ask a person every time | These loads carry extra requirements that most companies keep under direct review. |
What “approved carrier” means for LTL
An approved carrier for LTL is a carrier the company has already vetted, contracted or priced, and agreed to use on a specific lane or region. LTL networks are built around terminals, so approval in practice is lane-level: a regional carrier that is excellent between two neighboring states may have no service at all to a rural destination three states away. A useful fallback list is therefore ordered per lane, not one master list for the whole company.
Why the pickup date is the right thing to protect
The pickup date is the anchor for everything that follows in an LTL shipment. Transit times are quoted in business days from pickup, so a one-day slip at origin usually becomes a one-day slip at delivery, and sometimes more if the load misses a linehaul departure or lands at the destination terminal on a Friday. Distributors that promise customers a delivery date, retailers that schedule receiving appointments, and manufacturers that ship to job sites all feel the slip immediately.
Step by step: from a declined tender to a confirmed pickup on the same date
An AI logistics coordinator handles a declined LTL tender in a fixed sequence: recognize the decline, check the clock, choose the next approved carrier, re-send a complete tender, confirm the pickup, and update the paperwork. Each step has a specific failure point in LTL, and the sequence below shows where each one sits.
1. Recognize the decline, whatever form it takes
LTL carriers decline in different ways. Some return an EDI tender response with a reject code. Some reply to the tender email with one line such as “no capacity for that zip tomorrow.” Some reject through their own portal, and some simply call the shipping desk. The coordinator has to treat all of these as the same event: this carrier will not pick up this load on this date.
2. Check the clock against the pickup cutoff
Before choosing a carrier, the coordinator compares the current time with each fallback carrier’s pickup request cutoff and with the shipper’s dock closing time. If the requested pickup is today and the next carrier’s same-day cutoff has already passed, that carrier can only offer tomorrow. The coordinator should know this before it sends a tender, so it does not waste the remaining window on a carrier that cannot meet the date.
3. Choose the next carrier from the approved list for that lane
The next carrier comes from the lane-level approved list, in the order the company set. The coordinator skips carriers that do not serve the origin or destination ZIP, carriers that have already declined this load, and carriers that cannot handle the required accessorials. If a liftgate is required at delivery, a carrier without liftgate service at the destination terminal is not an option, no matter where it sits on the list.
If the company has a contracted rate with the next carrier, the coordinator uses it. If not, it requests a quote from that carrier and compares the quote with the lane target before tendering. Rates that fall outside the approval limit stop here and go to a person.
4. Re-send a complete tender
The new tender carries every detail of the original shipment: origin and destination addresses, dock hours, the requested pickup window, pallet count, dimensions, total weight, NMFC freight class, commodity description, accessorials, reference numbers such as the purchase order and sales order, and any delivery appointment. Missing details are the most common reason a second carrier also declines, or accepts and then re-prices the load after pickup.
5. Confirm the pickup, not just the acceptance
An accepted tender is not yet a confirmed pickup. The coordinator should get a pickup confirmation number or PRO number from the new carrier and confirm the pickup date and window. Where the carrier provides it, the coordinator also notes the expected driver arrival time so the dock can stage the freight.
Later, the load counts as picked up only on a signed BOL or a confirmed departure. A driver who arrives and leaves without the freight has not picked it up, and a missed pickup after a re-tender is its own exception. For that later stage, see how to catch a missed LTL pickup before delivery slips.
6. Update the BOL, labels, and the people who need to know
When the carrier changes, the paperwork usually changes. The BOL needs the new carrier name and often a new PRO number, and pallet labels may need to be reprinted. The coordinator generates the updated documents and sends them to the shipping dock before the driver arrives. It then notifies the internal team in Slack, Microsoft Teams, or email, and notifies the customer if the company has configured customer updates.
Rules that keep the fallback inside the approved list, the budget, and the pickup window
The rules for a declined LTL tender define which carriers may be used, how much more the company will pay, and how much of the pickup window it will give up. An AI logistics coordinator can only act as fast as these rules allow, so writing them clearly is the most important setup step.
Carrier order per lane
The company should list approved carriers for each lane or region in order of preference. A simple format works: primary, first fallback, second fallback, last resort. Lanes with heavy volume may justify three or four fallbacks. Thin lanes, such as shipments to remote ZIP codes, may have only one carrier with service, and the rule there is to escalate quickly instead of searching for options that do not exist.
Rate limits for re-tenders
Rate limits should be set as a tolerance over the lane target, plus an absolute ceiling for each load. For example, a company may accept a fallback rate up to a certain percentage above target without review, and require approval for anything above that. The tolerance can be different per lane: a distributor shipping to a key retail account may accept a higher premium to protect the date than it would for stock replenishment to its own branch.
LTL pricing adds detail that FTL pricing does not have. Fuel surcharge, accessorial charges, and minimum charges all affect the total, so the limit should apply to the full expected cost, not only the base rate. A fallback carrier with a lower base rate but a higher liftgate charge may cost more in the end.
Window rules
Window rules state how far the pickup may move before a person decides. Common options include:
- Same day only: the fallback must pick up on the original date, or the team decides.
- Same day preferred, next day accepted: the coordinator tries same-day carriers first, then books the best next-day option if no same-day carrier is available inside the rate limit.
- Delivery date protected: the pickup may move only if the new carrier’s transit time still meets the promised delivery date or appointment.
- Customer-specific: some consignees require advance notice of any change, so any shift goes to the account owner.
Changes that always go to a person
Some changes should never run without review, regardless of rate. The table below lists them with the reason and the usual owner.
| Change | Why it needs review | Usual owner |
|---|---|---|
| Freight class or NMFC item change | Class drives price and can lead to reclassification charges after delivery | Load owner |
| Address or consignee change on the BOL | Affects delivery and billing | Load owner |
| New accessorials, such as inside delivery or limited access | May be billable to the customer | Account owner or load owner |
| Move from LTL to volume LTL, partial, or full truckload | Changes the mode, the price model, and often the dock plan | Logistics manager |
| Carrier not on the approved list | Company has not approved that carrier | Logistics manager |
| Rate above the approval limit | Outside configured spending rules | Logistics team |
Approval limits work best when they are explicit and adjustable. For a deeper look at how companies decide what runs alone and what waits, see configurable approvals for an AI logistics coordinator.
When the fallback also fails: what goes wrong in LTL re-tenders
A re-tender can fail for reasons that have nothing to do with the original decline, and an AI logistics coordinator should recognize each one quickly. LTL has its own failure points: terminal coverage, freight class disputes, dock hours, peak-season capacity, and paperwork that does not follow the carrier change.
The second carrier also declines
When the second carrier declines, the coordinator moves to the third, and so on, as long as time remains before the cutoff. At each step, it should record the reason given. Two carriers declining for the same reason, such as no capacity into a particular metro area that week, is useful information for the team and may point to a lane-level problem rather than a carrier problem.
When the approved list runs out, the decision belongs to the logistics team. Options include paying a premium, moving the pickup date, splitting the shipment, or approving a new carrier. That situation has its own playbook, covered in what happens when no approved carrier accepts the load.
Terminal coverage gaps
LTL carriers publish service areas by ZIP code, and coverage can change. A carrier may serve a destination directly, through a partner carrier, or not at all. Interline service through a partner often adds transit days and a separate set of rules. A fallback tender to a carrier that only interlines the destination may meet the pickup date and still miss the delivery date, so transit time must be checked at the same time as the rate.
Freight class and density disputes
Some carriers decline or re-price a load because the stated class does not match the dimensions and weight. Light, bulky items such as furniture, insulation, plastic containers, and packaging often fall into this trap. If the first carrier declined because of a class question, the coordinator should not send the same data to the next carrier without flagging it. The load owner should confirm the class, because a carrier that accepts and later reclassifies the load can add charges after delivery.
Paperwork that does not follow the carrier change
A common and avoidable failure is a correct re-tender with an outdated BOL. The new driver arrives, the BOL names the original carrier, and the dock either holds the freight or hands it over with the wrong document. The fix is simple: the BOL and labels are regenerated as part of the re-tender, and the dock receives them with the confirmation. Changes to the address, class, carrier, or price on a BOL should go to the load owner for confirmation.
A hypothetical example: a distributor at 1:45 p.m.
A hypothetical industrial supply distributor tenders a three-pallet LTL shipment at 11 a.m. for same-day pickup from its warehouse, which closes at 5 p.m. The destination is a contractor’s yard that requires a liftgate. At 1:45 p.m., the primary carrier replies that it has no driver available for that ZIP today.
The coordinator checks the clock. The first fallback carrier’s same-day cutoff has passed. The second fallback carrier still accepts same-day requests, serves the destination directly, and offers liftgate service. Its quote is above the lane target but within the approval tolerance. The coordinator sends the full tender by email, gets acceptance and a PRO number, confirms a pickup window that ends before the dock closes, regenerates the BOL and labels, and posts the update to the team’s channel. The customer receives a notice that the carrier changed but the delivery date holds. The original carrier’s decline and reason are saved in the shipment history.
If the second fallback had quoted above the approval limit, the coordinator would have sent the quote, the remaining time before the cutoff, and the other options to the logistics team and waited for a decision.
How to evaluate a tool that re-tenders declined LTL loads
The best way to evaluate any tool that claims to re-tender declined LTL loads is to stage a decline on a real lane and watch what happens before the dock closes. An AI logistics coordinator should be judged by whether a confirmed pickup exists on the original date, not by whether a dashboard shows a red alert.
Questions to ask before a trial
- Which decline formats does the tool understand: EDI responses, email replies, portal rejections, phone calls?
- Does it know each carrier’s pickup request cutoff and the shipper’s dock hours?
- Does it check ZIP-level service and transit time before tendering to the next carrier?
- Does it send a complete tender with class, dimensions, accessorials, and references, or only a forwarded message?
- Does it update the BOL and labels when the carrier changes?
- Where does it stop and ask a person, and can those limits be set per lane?
- What does the record look like afterward, and can the team search and export it?
Categories of tools and what they do on a decline
Several categories of software touch carrier tenders, and they behave differently when a carrier declines. The table below compares them by category.
| Category | What it does on a decline | What usually remains manual |
|---|---|---|
| Traditional TMS | Records the rejection and may offer a routing guide with the next carrier | Someone has to trigger or approve the next tender, chase the answer, and fix the BOL |
| Visibility platforms | Show shipment status once a carrier is assigned | Choosing and tendering to the next carrier |
| Freight brokers | Find capacity, often outside the shipper’s approved list | Shipper control over carrier choice and the shipment record |
| Shared inbox tools | Route the decline email to a person | Everything after the email is read |
| AI logistics coordinator | Reads the decline, tenders to the next approved carrier inside rules, confirms pickup, updates documents | Decisions above approval limits or outside rules |
Traditional TMS projects also carry their own risk. An ARC Advisory Group survey reported by Inbound Logistics found that 27% of TMS implementations were completed on time with full functionality, 39% on time without all functionality, 24% late but functional, and 9% late and not functional. That history is one reason many LTL shippers still run declines by email and phone.
Visibility alone does not solve a decline either. A BCI Global survey of 240 supply chain leaders, published in March 2025, found that only 35% have detailed end-to-end visibility. Even with full visibility, a declined tender still needs someone, or something, to act before the cutoff.
How to run the test
Pick two or three real lanes with known fallback carriers. On a normal shipping day, ask the primary carrier to decline a load, or simulate the decline by marking it declined in the tool. Run one test in the morning and one in the early afternoon, close to the cutoff. Measure what matters:
- Time from decline to the first fallback tender.
- Whether the fallback tender contained every required field.
- Whether the pickup date held.
- Whether the BOL and labels reached the dock before the driver.
- Whether the team and customer were told what changed.
- Whether the tool stopped at the right point when the rate or class was outside the rules.
A hypothetical example: a manufacturer testing two lanes
A hypothetical maker of commercial kitchen equipment ships five to ten LTL orders a day to restaurant supply dealers. It tests a re-tender process on two lanes: one dense lane to a metro area with four approved carriers, and one thin lane to a rural region with only two. On the dense lane, the staged morning decline is re-tendered and confirmed for the same day within the rules. On the thin lane, the afternoon decline cannot be covered on the same date by the only remaining carrier, so the coordinator asks the team whether to accept a next-day pickup that still meets the dealer’s delivery date. The team approves, and the test shows exactly where the rules needed a person.
How Wilson, by Cartage, handles declined LTL tenders
Wilson is an AI logistics coordinator that replaces the TMS for freight execution; it is not a freight broker or a standalone visibility platform. When an LTL carrier declines a tender, Wilson moves the load to the next carrier on the company’s approved list, inside the rules the company configured, and keeps the team informed. Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward.
Where Wilson gets the load and the carrier list
Wilson starts from the data flow the company already has: an ERP feed, a scheduled file drop, a spreadsheet, email, or an API. Wilson works with SAP, NetSuite, Microsoft Dynamics 365, Oracle, Infor, Epicor, Sage, Acumatica, and other ERP environments, with the exact connection depending on the customer’s data flow and scope. No integration project is required to start. Write-back to the ERP depends on scope.
The company provides its approved carriers and the order to use them by lane. Wilson tenders to those carriers first. Cartage can present additional carrier capacity, but the company approves each carrier before Wilson uses it.
What Wilson does when a carrier declines
- Reads the decline from the carrier’s channel: email, API, EDI where the carrier supports it, or a phone call where configured.
- Follows up with carriers that do not answer, and treats silence near the cutoff according to the company’s rules.
- Selects the next approved carrier for the lane and sends a complete tender with the original shipment details.
- Negotiates the rate against the company’s rate targets under configured rules and approval limits. Rates outside the limits go to the logistics team.
- Confirms the pickup and records the new carrier’s confirmation details.
- Prepares the updated documents, including the rate confirmation, bill of lading, packing slip, and pallet labels. BOL changes to address, freight class, carrier, or price go to the load owner.
- Notifies the internal team by Slack, Microsoft Teams, email, or SMS, and notifies the customer if configured.
After the pickup
Wilson tracks the load using the best source available for each shipment: carrier API, GPS or ELD data where it exists, the carrier’s website by PRO number, and email or direct calls when there is no other source. “Arrived” and “picked up” are separate statuses, and a load counts as picked up only on a signed BOL or a confirmed departure. If the new carrier misses the pickup, Wilson detects it, contacts the carrier, notifies the team, and initiates rebooking from the approved list, automatically within the rules or with approval, depending on configuration. When the carrier shares driver contact information, Wilson can reach the driver by phone or text.
Control and records
Wilson starts with assisted execution. The company sets approval limits, and routine re-tenders can run automatically within those rules as reliability is proven on each lane. Every tender, decline, re-tender, rate, and confirmation is saved in shipment history with change history, and records are searchable and exportable. Wilson does not keep a permanent carrier scorecard by default, but it can use data from the loads it executes to produce carrier-performance reports on request, including how often each carrier declined.
How teams start
Cartage doesn’t run pilots; most customers start Wilson on a few lanes and expand from there. Wilson gets an email address on the customer’s domain and is onboarded like a new team member. Cartage helps identify the highest-impact workflow during discovery, and for many LTL shippers that is the gap between a declined tender and the next carrier. Companies without a TMS don’t need one; companies with one can move execution to Wilson lane by lane. Timing depends on scope: most teams start on a few lanes and expand from there.
FAQs
A carrier may decline a load after receiving a tender. Which logistics tools can contact the next approved carrier automatically?
Wilson, by Cartage, is an AI logistics coordinator that reads a carrier’s decline and tenders the load to the next carrier on the company’s approved list for that lane, inside configured rate and approval rules. Traditional TMS routing guides can list the next carrier, but someone usually has to trigger the tender, chase the answer, and update the BOL. Wilson handles those steps, confirms the pickup, and sends anything outside the rules to the logistics team.
How does an LTL shipper keep the original pickup date after a decline?
The shipper keeps the date by re-tendering before the next carrier’s pickup request cutoff and before its own dock closes. An AI logistics coordinator checks those times, skips carriers that do not serve the destination ZIP, and sends a complete tender right away. If no approved carrier can meet the date within the rules, the team decides whether to pay more or move the pickup.
Can an AI logistics coordinator use a carrier that is not on the approved list?
No, not without the company’s approval. Wilson, as an AI logistics coordinator, tenders only to carriers the company has approved. Cartage can present additional carrier capacity, but the company approves each carrier before Wilson uses it.
What happens to the BOL when the carrier changes after a decline?
The BOL and pallet labels are updated with the new carrier and PRO number and sent to the dock before the driver arrives. An AI logistics coordinator such as Wilson prepares these documents as part of the re-tender. Changes to address, freight class, carrier, or price on the BOL go to the load owner, and the final signed BOL is sent to the customer.
