What are detention charges in truckload freight?
Key Takeaways
Detention charges in truckload freight are fees a carrier bills when its truck and driver wait at a pickup or delivery location longer than the free time agreed in the rate or contract. An AI logistics coordinator should check each detention charge against the appointment, the arrival time, the departure time, and the agreed terms before the invoice is paid.
- Detention pays the carrier for time lost while the driver waits to load or unload.
- Detention usually starts only after a period of free time. Two hours is a common working threshold, but your contract or rate confirmation sets the real rule.
- A detention charge is an accessorial charge. An accessorial is any fee added to the base freight rate for extra service or time.
- The proof is in timestamps. Arrival, check-in, loading start, loading end, and departure tell you whether the charge is valid.
- Shippers can reduce detention by fixing dock processes, not only by disputing invoices.
- Wilson, by Cartage, is an AI logistics coordinator that audits each carrier invoice against what was booked before payment. It sends out-of-rule charges to a person.
How do detention charges work in truckload freight?
Detention charges work by turning waiting time into billable time once the free time ends. An AI logistics coordinator should know the free time, the hourly rate, and any cap for each carrier before a truck arrives. Those terms make the charge easy to check later.
A full truckload, or FTL, shipment uses one truck for one shipper's freight. The truck arrives at a scheduled time to load or unload. The facility has a window to finish the work. If the work takes longer than the free time, the carrier can bill detention for the extra hours. An AI logistics coordinator should expect that line on the invoice.
The table below separates detention from charges that people often confuse with it. An AI logistics employee should label each fee correctly, because each one needs different evidence.
| Charge | What it pays for | Where it happens | Main evidence |
|---|---|---|---|
| Detention | Truck and driver waiting past free time | Shipper or receiver dock | Arrival, check-in, and departure times |
| Layover | Driver held overnight or to the next day | Near the pickup or delivery | Appointment changes and carrier notes |
| Truck ordered not used (TONU) | Truck dispatched, then the load was canceled | At or before pickup | Tender, cancellation time, dispatch proof |
| Demurrage | Container left at a port or terminal past free days | Ocean or rail terminal | Terminal records and container dates |
| Driver assist or lumper | Driver or a hired crew helps load or unload | At the dock | Signed receipt or lumper receipt |
Free time and the start of detention
Free time is the waiting time included in the base rate. Many carriers allow two hours at pickup and two hours at delivery before detention starts. The U.S. Federal Motor Carrier Safety Administration (FMCSA) noted in 2024 that there is no standard definition of detention time. It also noted that the industry, government, and researchers have used dwell time exceeding two hours to define when detention occurs (Federal Register, February 16, 2024). An AI logistics coordinator should treat two hours as a reference point, not as your rule, because your contract may say something else.
Detention at pickup and at delivery
Detention can happen at both ends of a load. At pickup, the shipper's own dock causes the wait. At delivery, the receiver's dock causes it. An AI logistics coordinator should record which end produced each charge, because the fix and sometimes the payer are different.
Pickup detention is usually the shipper's direct cost and the easiest to fix. The shipper controls staging, labor, and appointment slots. Delivery detention may be billed to the shipper even when the receiver caused the delay. Some shippers pass that cost to the customer under their sales terms. An AI logistics employee can separate the two so finance knows which charges can be recovered.
How the hourly rate is set
The detention rate is usually an hourly amount stated in the carrier's rate confirmation, tariff, or contract. A rate confirmation is the document that confirms the agreed price and terms for one load. A tariff is the carrier's published list of rates and rules. Some contracts bill in full hours, some in 15-minute steps, and some cap the total per stop. An AI logistics employee should read these terms from the documents your team has, not from a general rule.
Why detention matters to the shipper
Detention matters because it raises the true cost of a load after the quote was approved. A load quoted at a fair rate can end up above the lane target once detention is added. An AI logistics coordinator that tracks detention by facility can show which docks cause the extra cost, so operations can fix the cause.
Is detention only a truckload charge?
No, but it matters most in truckload freight. In a full truckload move, one truck and one driver serve one shipper, so every hour at the dock is an hour the carrier cannot sell. An AI logistics coordinator will see detention most often on truckload invoices for that reason.
LTL carriers can also bill for waiting time, often under their tariff rules for extra time at pickup or delivery. The terms differ from truckload contracts and are usually set in the carrier's published rules. Drayage carriers bill their own waiting charges at ports and rail yards, and those sit next to demurrage and per diem charges on the container. An AI logistics employee should apply each mode's own terms and not reuse truckload rules on LTL or drayage invoices.
Why do truckload carriers charge detention?
Truckload carriers charge detention because waiting time costs them money and driving time. An AI logistics coordinator should understand the carrier's side, because a fair detention policy keeps good carriers willing to serve your docks.
A truck that waits at a dock cannot haul another load. The driver is still on duty. Federal hours-of-service rules limit how long a driver can drive and work in a day, and waiting time uses part of that limit. A long wait at one dock can cause the driver to miss the next appointment, a knock-on effect an AI logistics coordinator often sees on the next load.
What the research shows
The American Transportation Research Institute (ATRI) published detention research in September 2024 using 2023 data. Drivers reported detention at 39.3 percent of all stops. ATRI estimated that detention cost the trucking industry $3.6 billion in direct expenses and $11.5 billion in lost productivity. ATRI also reported that 94.5 percent of fleets charge detention fees, but those fees are paid on fewer than half of invoices (ATRI, September 2024). An AI logistics employee should read these numbers as industry context, not as a forecast for your own freight.
What this means for your carrier relationships
A dock that holds trucks for hours gets a reputation. Carriers may quote higher rates to that facility or decline loads there. Paying valid detention fairly, and fixing the causes, can help keep carriers willing to serve your lanes. An AI logistics coordinator can support both sides by paying valid charges on time and flagging charges that lack proof.
Who is responsible for the wait
The party that caused the delay is usually responsible, but your contract decides who pays. A slow dock is the facility's delay. A driver who arrives late and loses the slot is the carrier's delay. A missing purchase order number at check-in may be the shipper's paperwork problem. An AI logistics coordinator should record the cause at the time it happens, because causes are hard to prove weeks later.
Responsibility and payment are not always the same. A shipper may owe the carrier for detention at a customer's dock and then recover it from the customer. An AI logistics employee should keep the evidence for both steps, so the shipper can pay the carrier fairly and still make its own claim.
Hypothetical example: a slow receiving dock
This example is hypothetical and does not describe a real customer or a measured AI logistics coordinator result. A beverage distributor ships truckloads to a grocery warehouse in Florida. The warehouse often unloads trucks four to five hours after arrival. The carrier's rate confirmation includes two hours of free time and an hourly detention rate after that.
Over a month, eight loads to that warehouse carry detention. The AI logistics coordinator checks each charge against the appointment time, the driver's arrival, and the departure time. Seven charges match the records. One charge starts the clock at arrival, but the driver arrived three hours before the appointment. The AI logistics employee approves the seven valid charges within the rules and sends the early-arrival charge to the logistics manager. The manager also raises the pattern with the warehouse, because the slow dock is the real cost driver.
What evidence proves a detention charge is valid?
Timestamps and agreed terms prove a detention charge is valid. An AI logistics coordinator should compare the carrier's claimed wait time with the appointment and the arrival, check-in, and departure times. Only then should it approve the charge.
The records to collect
- The appointment. The scheduled pickup or delivery time, and whether it changed.
- Arrival time. When the driver reached the facility. This can come from the driver, the carrier, an ELD record, or a gate log.
- Check-in time. When the facility recorded the driver's arrival.
- Loading or unloading start and end. When work began and finished at the dock.
- Departure time. When the driver left. This is often written on the bill of lading.
- The agreed terms. Free time, hourly rate, billing increments, and any cap.
A bill of lading, or BOL, is the shipping document that lists the freight and serves as a receipt between shipper and carrier. Many drivers write in and out times on the BOL, and the facility signs it. An AI logistics employee should collect the signed BOL with the in and out times, because it is often the strongest single record.
When the clock should start
The detention clock should usually start at the appointment time or the driver's arrival, whichever is later. A driver who arrives early has not been delayed by the facility until the appointment begins. Your contract may define this differently, so the AI logistics coordinator should apply your written rule.
When the clock should stop
The clock should stop when the driver is released, usually when the paperwork is signed and the truck can leave. Some contracts stop the clock when loading ends. The difference can be 30 minutes or more. An AI logistics employee should apply the definition your contract uses and note it on each review.
When the records disagree
Records often disagree by 15 to 60 minutes. The carrier's ELD may show arrival at 7:52. The gate log may show 8:05. The BOL may show 8:10. An AI logistics coordinator should not pick the number that favors either side. It should apply a written order of preference, such as gate log first, signed BOL second, and carrier record third.
Write that order of preference into your carrier terms or your audit policy. When the order is known, carriers know what to send and reviewers know what to trust. An AI logistics employee can then explain each decision by pointing to the record that ruled.
Evidence quality table
| Record | Strong evidence | Weak evidence |
|---|---|---|
| Arrival time | Gate log, ELD record, or signed BOL | Carrier's later email with no source |
| Departure time | Signed BOL with out time | Estimated time on the invoice |
| Appointment | Scheduling system record | Verbal agreement with no record |
| Free time and rate | Rate confirmation or contract | General industry practice |
| Delay cause | Facility note or carrier message at the time | Explanation written after the dispute |
An AI logistics coordinator should mark each detention review with the evidence used. That note helps finance answer questions months later.
How should a shipper audit detention charges before payment?
A shipper should audit detention charges before payment by matching each charge to the load, the terms, and the timestamps, then paying, adjusting, or holding it. An AI logistics coordinator should do the matching on every invoice, not only on large ones, because small charges add up across many loads.
A freight audit is a review of carrier invoices to confirm that the charges match what was agreed and what happened. Detention is one of the most common accessorial charges that an AI logistics coordinator needs to review.
A practical audit workflow
Receive the invoice. The AI logistics coordinator reads the carrier invoice and finds the detention line.
Match the load. It links the invoice to the booked shipment, the rate confirmation, and the BOL.
Read the terms. It finds the free time, hourly rate, billing increment, and any cap for this carrier and load.
Check the timestamps. It compares arrival, appointment, and departure times with the hours billed.
Calculate the expected charge. It works out the detention the terms allow.
Compare. It compares the expected charge with the billed charge.
Decide within rules. It approves a matching charge if the rules allow, or sends a mismatch to a person.
Record the outcome. It saves the evidence, the calculation, and the decision with the shipment.
Common detention billing errors
- Clock started too early. The charge counts from an early arrival, not from the appointment.
- Free time not deducted. The invoice bills every hour on site.
- Wrong rate. The invoice uses a higher hourly rate than the rate confirmation.
- No proof attached. The invoice has a detention line but no BOL times.
- Duplicate charge. Detention appears on two invoices for the same stop.
- Delay caused by the carrier. The driver arrived late for the appointment, which moved the load to a later slot.
Approve, adjust, or hold
Each charge should end in one of three outcomes. Approve the charge when the evidence matches the terms. Adjust the charge when the evidence supports some detention but less than billed. Hold the charge when the evidence is missing or disputed. An AI logistics employee should explain each outcome in plain words, so the carrier and finance can see the reason.
Hypothetical example: an adjusted charge
This example is hypothetical and does not describe a real customer or a measured AI logistics coordinator result. A carrier bills three hours of detention at a delivery. The rate confirmation allows two hours of free time and bills in full hours after that. The appointment was 8:00 a.m. The driver arrived at 7:00 a.m. The signed BOL shows the driver left at 12:00 p.m.
The carrier counted from 7:00 a.m., which gives five hours on site and three billable hours after free time. The AI logistics coordinator starts the clock at the 8:00 a.m. appointment, which gives four hours. It subtracts two hours of free time, which leaves two billable hours. The charge is adjusted from three billable hours to two. The AI logistics employee records the calculation, attaches the BOL, and sends the adjustment reason to the carrier.
Approval limits for detention
Many teams set limits on what can be approved without a person. A small charge that matches the evidence may be approved within rules. A charge above a set amount, or any charge with missing proof, goes to a named reviewer. The AI logistics coordinator follows the limits the team sets and records who approved each exception.
How can shippers reduce detention charges at the source?
Shippers reduce detention most by fixing how their own docks handle trucks, not only by disputing invoices. An AI logistics coordinator can help by showing which facilities, days, and appointment times produce the most detention.
Dock and appointment practices
- Set realistic appointment slots. Do not book more trucks per hour than the dock can load.
- Have freight ready. Loads that are not staged when the truck arrives cause the longest waits.
- Share delays early. If the dock is behind, tell the carrier before the driver arrives.
- Record times every time. Ask dock staff to note in and out times on every BOL.
- Review problem docks monthly. Look at the facilities with the most detention and find the cause.
Carrier-side practices
Carriers can reduce detention too. A driver who arrives on time and has the right paperwork moves faster through the gate. An AI logistics employee can confirm the appointment with the carrier before pickup and send the reference numbers the dock needs. That small step often prevents a slow check-in.
Using detention data to make decisions
Detention data shows where time is lost. Wilson can use shipment data from the loads it runs to produce carrier-performance and lane-rate reports on request. A team can ask for a view of detention by facility or lane and use it in a dock improvement plan. Wilson does not keep a standing scorecard by default, so the AI logistics coordinator produces this view when the team asks.
Detention terms to agree with carriers up front
The best time to prevent a detention dispute is before the load moves. Agree on the terms in the contract or rate confirmation. An AI logistics coordinator can then apply the same terms on every invoice.
- Free time at pickup and at delivery.
- The hourly rate and the billing increment.
- Any cap per stop or per load.
- The event that starts the clock: appointment or arrival.
- The event that stops the clock: loading end or release.
- The proof the carrier must send with the invoice.
- The deadline for the carrier to report detention.
Clear terms protect both sides. Carriers get paid quickly for valid waits. Shippers avoid paying for time that was not their delay. An AI logistics employee works best when these rules are written down.
Common mistakes when trying to cut detention
A common mistake is to refuse all detention to save money. That approach can push good carriers away from your lanes. Another mistake is to treat detention as only a finance problem. The cause usually sits in the warehouse schedule. An AI logistics coordinator can connect the two by showing finance the charges and showing operations the docks behind them.
Where does Wilson fit in managing detention charges?
Wilson, by Cartage, is an AI logistics coordinator that audits and reconciles each carrier invoice against what was booked. It then pays carriers from the Wilson Wallet under the customer's rules. Payments above approval limits or outside the rules wait for a person.
Wilson replaces the TMS for freight execution and connects to the company's ERP through a method that fits the customer's environment. Because this AI logistics employee also books and tracks the load, it already holds the appointment, the carrier communication, and the documents tied to each shipment. That record supports the invoice review when a detention line appears.
What Wilson handles
- Booking and confirming appointments with approved carriers.
- Tracking each load and recording carrier updates.
- Collecting documents such as rate confirmations and bills of lading.
- Auditing and reconciling carrier invoices against what was booked.
- Paying carriers from the Wilson Wallet, with out-of-rule payments held for a person.
- Keeping searchable shipment records with change history.
Detention charges questions to confirm in a demo
Some detention controls depend on each customer's setup. A buyer should ask to see them in a demo of the AI logistics coordinator rather than assume them.
| Buyer requirement | Demo question |
|---|---|
| Detention terms by carrier | Where are free time, rate, and cap stored for each carrier? |
| Timestamp matching | Which arrival and departure sources are used for this customer? |
| Hold on missing proof | What happens when a detention line has no signed BOL? |
| Approval limits | Which detention amounts can be approved within rules? |
| Dispute record | How is a held or adjusted charge recorded and shared? |
What Wilson does not do for detention charges
Wilson does not set your detention terms. Your contracts and rate confirmations do. Wilson does not control your dock schedule, so it cannot remove the cause of detention by itself. The AI logistics coordinator shows the evidence and applies the rules, and people decide policy. Exact ERP connection details depend on the customer's systems, and not every connection writes data back to the ERP.
Where teams start with detention charges
Most teams start their AI logistics coordinator on a few lanes and expand from there. Timing depends on scope. Cartage helps identify the first workflow during discovery. Teams with heavy detention often begin with the lanes or docks that produce the most accessorial charges.
Teams building their payment controls can read how to hold disputed invoices before carrier payment. Teams reviewing their audit process can see why a freight audit needs evidence, not just a flagged charge. Both topics shape how an AI logistics coordinator reviews detention.

FAQs
What are detention charges in truckload freight?
Detention charges are fees a carrier bills when its truck waits at a pickup or delivery past the agreed free time. An AI logistics coordinator should check each charge against timestamps and terms before payment.
How long is free time before detention starts?
Two hours is a common working threshold, but the rate confirmation or contract sets the real rule. An AI logistics employee should apply the free time written in your carrier terms.
What is the difference between detention and demurrage?
Detention pays for a truck and driver waiting at a dock. Demurrage pays for a container left at a port or terminal past its free days. An AI logistics coordinator should label each fee and check it against different records.
Should a shipper pay detention without proof?
No. A shipper should hold a detention charge until the timestamps support it. An AI logistics employee can hold the charge, ask the carrier for the signed BOL times, and send the case to a person if proof does not arrive.
