Rate confirmations

The carrier changed the rate after booking. Who approved it?

Key Takeaways

  • A rate change after booking should have an approval on record before it's paid. The rate confirmation proves what was agreed; the approval proves what changed and who allowed it.
  • Rate changes arrive in 3 ways: a new rate by email or phone before pickup, a different rate on the invoice, or added accessorial charges.
  • Some changes are legitimate and some aren't. Detention with documented times is a real cost; a higher linehaul rate with no change to the shipment usually isn't.
  • Wilson, by Cartage, is an AI logistics agent that sends the rate confirmation at booking, audits each invoice against what was booked and holds what doesn't reconcile for the team.
  • Every message, confirmation and change is recorded in a change history, so "who approved it?" has an answer.

How do rate changes slip through after booking?

Rate changes slip through because they're agreed informally, in one person's inbox or on a phone call, and the approval never reaches the place where the invoice is checked. By the time accounts payable sees the higher number, the person who said "OK" may not remember why. A rate change is only controlled if it's approved by the right person and recorded on the shipment.

This affects manufacturers and distributors that book with their own carriers by email and phone, where the booking, the change and the invoice are handled by different people weeks apart. Extra charges add up: ATRI estimated $3.6 billion in direct costs from truck driver detention in 2023, a charge that often shows up on the invoice after the fact.

Some terms. The booking is the carrier's commitment to move a load at an agreed rate. The rate confirmation is the document that records that rate and its terms. An accessorial is a charge on top of the base rate for an extra service or event, such as detention (waiting time at a dock), a liftgate or a reweigh.

Here is one load, with numbers given for example:

  • Monday, 10:00 a.m. A coordinator at a manufacturer books an FTL load, Dallas to Atlanta, at $2,100. The rate confirmation goes out at 10:20.
  • Wednesday, 4:50 p.m. The carrier dispatcher emails: "Rate is now $2,350 due to fuel." The coordinator, between calls, replies "OK" from her phone.
  • Friday, 9:00 a.m. The consignee holds the driver for 3 hours past the free time. The driver reports detention to dispatch.
  • Two weeks later. Accounts payable gets an invoice for $2,350 plus $150 detention. The rate confirmation on file says $2,100. There's no record of the change and no in or out times for the detention.
  • The next day. Accounts payable emails logistics. The coordinator is out. Nobody can say who approved $250 more, or whether the $150 is real.

How do rate changes happen after booking?

Rate changes arrive in 3 ways, and each needs a different check. What matters is whether the shipment changed, not just whether the number did.

Way Example Usually legitimate when What to ask for
New rate before pickup “Rate is now $2,350” The shipment changed: weight, stops, dates or equipment The reason, and a revised rate confirmation
Different rate on the invoice Invoice says $2,350; rate confirmation says $2,100 An approved change is on record The approval and the revised rate confirmation
Added accessorials Detention, reweigh, reclassification, liftgate The event happened and is documented In and out times, the reweigh or inspection record

A higher rate with no change to the shipment is the hardest one to accept. The carrier committed at booking, and if it won’t hold the rate, the company can treat the load as declined and move to another approved carrier. That decision depends on time: two days before pickup there are options; two hours before, there may not be.

Accessorials are different because the event is real or it isn’t. Detention needs arrival and departure times; a reweigh needs the carrier’s scale record. See accessorial charges need an explanation before payment.

Who should approve a rate change?

Whoever has the authority for that amount under the company’s approval rules, and the decision should be recorded on the shipment before the invoice arrives. That keeps the approval tied to the money, not to an inbox.

A simple approval rule ties authority to the amount. For example, a coordinator approves changes up to $100 per load, the logistics manager up to $500, and anything larger goes to the director. The thresholds are the company’s choice; what matters is that everyone knows them.

Check the rate confirmation: what was agreed, including any accessorial terms?

Ask for the reason and the evidence: fuel, a shipment change, detention times or a reweigh record.

Approve within the limit, or escalate above it. Before pickup, compare the new rate with other approved carriers.

Record the decision on the shipment and send a revised rate confirmation.

Common mistakes

  • Approving by reply email. The approval exists, but not where accounts payable will look.
  • Paying the invoice because it’s close. Small differences repeated across many loads are how freight spend drifts.
  • Accepting detention without times. There’s no way to check the charge, and no record for the next dispute.
  • Not re-quoting before pickup. When a carrier raises the rate early, another approved carrier may hold the original price.
  • Leaving the rate confirmation in a different place from the invoice. The audit can’t happen. See the invoice doesn’t match the quote.

How does Wilson, by Cartage, handle rate changes?

Wilson, by Cartage, sends the rate confirmation at booking, records any rate request on the shipment, applies the company’s approval rules and audits the invoice against what was booked before paying. Traditional logistics software gives teams information. Wilson executes the work required to move shipments forward.

Step Trigger What Wilson does When a person steps in
1. Confirm Carrier accepts the tender Generates and sends the rate confirmation Not required
2. Record Carrier asks for a new rate Records the request and the reason on the shipment Approving a rate above the limit
3. Re-quote Carrier won’t hold the rate Moves to the next approved carrier, negotiating against the company’s targets Rebooking above the threshold, or if none accepts
4. Audit Invoice arrives Audits and reconciles it against the rate confirmation and any approved changes Not required
5. Hold Invoice doesn’t reconcile Holds the difference and follows up with the carrier Approving or disputing the charge
6. Pay Invoice is reconciled Pays the carrier from the company’s preloaded wallet Payments the company has set to need approval

The approval rules belong to the company. Wilson starts with assisted execution, and the company sets which actions need a person, such as bookings and rebookings above a cost threshold. Wilson negotiates within those limits; anything above them waits.

The change history answers the title question. Every message, confirmation and change on the shipment is recorded: the original rate confirmation, the carrier’s request, who approved what and the revised confirmation. When the invoice arrives, the audit checks it against that record, not against someone’s memory. For how limits work in negotiation, see AI freight negotiation within approval limits.

Wilson doesn’t decide disputes or approve charges above the company’s limits, and it pays only invoices that have been audited and reconciled. It books only approved carriers. Wilson can also use the shipment and rate data from these loads to produce carrier performance or lane-rate reports on request.

How do teams prevent unapproved rate changes?

Teams prevent them with 3 rules that tie every dollar to a document. They’re simple to state and easy to check.

  • No booking without a rate confirmation. The agreed rate and accessorial terms are on record from the start.
  • No rate change without an approval on the shipment. A reply in someone’s inbox doesn’t count.
  • No payment without an audit against the rate confirmation and approved changes. See keep the rate confirmation tied to the invoice.

Show the rate confirmation generated when one of our carriers accepts.

Have the carrier ask for a higher rate, and show where it’s recorded and who’s asked to approve.

Show an invoice that doesn’t match the rate confirmation, and what happens to the difference.

Show a detention charge being checked, and what evidence is requested.

Conclusion

A rate change that nobody remembers approving is a rate change nobody checked. The rate confirmation proves what was agreed, an approval on the shipment proves what changed, and an audit before payment makes sure the invoice matches both.

Wilson, by Cartage, runs that chain on every load, within the company’s approval limits, as part of freight execution from quote to payment. Bring one invoice your team questioned last month and watch Wilson audit it against the booking in a demo at cartage.ai.
