A pickup was missed. Who is responsible for the detention charge?
Key Takeaways
When a pickup is missed, responsibility for any detention or related charge depends on why it was missed. If the truck arrived on time and the shipper's freight was not ready, the shipper usually owes detention for the wait or a dry-run fee if the truck leaves empty. If the carrier arrived late or never came, the shipper usually owes nothing for waiting, and the carrier's failure becomes a service issue. An AI logistics coordinator should record the cause at the time, because the cause decides who pays.
- A missed pickup is a scheduled pickup that did not happen as planned.
- Missed pickups can come from the shipper's side, the carrier's side, or the facility's side.
- Detention pays for waiting. A dry-run or truck-ordered-not-used fee pays for a trip that ended with no freight.
- The carrier's terms decide what can be billed. The cause decides whether the charge is fair.
- Evidence recorded at the time, such as dock notes and arrival times, settles most disputes.
- Wilson, by Cartage, is an AI logistics coordinator that detects missed pickups, contacts the carrier, notifies the internal team, initiates rebooking within the customer's rules, and audits carrier invoices before payment.
Why does a missed pickup lead to charges?
A missed pickup leads to charges because a truck and driver spent time and fuel without moving the planned freight. An AI logistics coordinator should identify which charge applies and who caused the miss before any payment.
Detention is a fee a carrier bills when its truck waits at a pickup or delivery past the agreed free time. Free time is the waiting time included in the base rate. A truck-ordered-not-used, or TONU, fee is a charge some carriers bill when a truck is dispatched and the load is canceled or not ready, so the truck leaves empty. Some carriers call this a dry-run fee. Both charges come from the carrier's terms. Whether they are fair depends on what happened.
The table below lists common missed-pickup causes and who is usually responsible.
| Cause | What happened | Usually responsible | Charge that may apply |
|---|---|---|---|
| Freight not ready | Truck on time, freight not staged | Shipper | Detention for the wait, or TONU if the truck leaves |
| Paperwork missing | Truck on time, BOL or order not ready | Shipper | Detention or TONU |
| Dock closed early | Truck on time, facility closed | Shipper or facility | TONU or a rescheduled pickup |
| Truck arrived late | Truck missed the appointment | Carrier | Usually none; possible rescheduling |
| Carrier no-show | No truck came | Carrier | None; a service failure |
| Wrong equipment | Truck cannot load the freight | Carrier | Usually none |
| Load canceled by shipper | Shipper canceled after dispatch | Shipper | TONU under the terms |
A bill of lading, or BOL, is the shipping document that lists the freight and serves as a receipt. These outcomes are typical; the carrier's terms and the shipper's contract decide the actual rules.
Detention and TONU can both appear
Sometimes a carrier bills both: detention for the hours the driver waited, and TONU because the truck left empty. Whether both are allowed depends on the terms. Some carriers charge one or the other, not both. An AI logistics coordinator should check whether the terms allow both charges for the same event before approving.
Cause first, charge second
Many disputes start because the charge is reviewed without the cause. The invoice says "detention" or "TONU," and the auditor checks only the amount. The first question should be: what caused the miss? An AI logistics employee should record the cause when the miss happens and link it to any charge that arrives later.
Facility hours and closures
A truck that arrives after the dock closes cannot load. If the appointment was set within open hours and the truck came late, the carrier is usually responsible. If the facility closed early without warning, the shipper or facility is. Holidays and shift changes cause many of these problems. An AI logistics coordinator should store each facility's hours and closures, so the cause is clear when a pickup fails.
Why records made at the time matter
A week later, memories differ. The dock says the truck was late; the carrier says the freight was not ready. Records made at the time, such as the gate log, the dock's notes, and carrier messages, show what happened. Without them, the dispute becomes a matter of trust.
The cost of a missed pickup goes beyond the fee
A missed pickup costs more than any detention or TONU fee. The order may ship a day late. A replacement truck may cost more. The customer may be unhappy. If the cause is on the shipper's side, those costs are self-inflicted and can be reduced by fixing the cause. If the cause is on the carrier's side, the costs belong in the carrier review. An AI logistics coordinator can record the full cost of each miss, not only the invoice line.
Why both sides care
Carriers care because a missed pickup costs them a trip. Shippers care because a missed pickup delays the customer's order. A fair process recognizes both. Shippers that pay valid TONU and detention charges quickly, and dispute only unsupported ones, keep good carriers willing to serve them.
What should happen when a pickup is missed?
When a pickup is missed, the first job is to move the freight, and the second is to record the cause. An AI logistics coordinator should do both the same day.
Prevent misses with a pre-pickup check
Many missed pickups can be prevented. A check the day before, confirming that the freight will be ready and that the carrier has a truck assigned, catches problems early. If production is behind, the pickup can be moved before the truck is dispatched, often avoiding TONU. An AI logistics employee can run the check and alert the dock and the carrier when something is off.
A practical first-hour workflow
Confirm the miss. Contact the carrier and the dock to learn what happened.
Record the cause. Note arrival time, freight status, and any messages.
Recover the load. Reschedule with the same carrier or rebook from the approved list.
Tell the people affected. Notify the internal team and, where configured, the customer.
Flag likely charges. Note whether detention or TONU may be billed, and why.
Reschedule or rebook
Rescheduling with the same carrier is often fastest when the carrier caused the miss but can return soon. Rebooking makes sense when the carrier cannot return in time or has missed this lane before. The rule should say which to choose and who approves a higher replacement rate. An AI logistics employee can apply the rule and record the choice.
Recover the load first
The customer cares about the freight. When Wilson detects a missed pickup, it contacts the carrier, notifies the internal team, notifies the customer where configured, and initiates rebooking from the approved carrier list within the customer's rules or with approval. The charge question can wait for the invoice. The freight cannot.
Who records the cause
The dock supervisor is usually closest to the facts at pickup. The carrier's dispatcher knows the carrier's side. The logistics team connects the two. A simple rule helps: the dock notes freight readiness and the truck's arrival; the AI logistics employee records the carrier's explanation and the recovery steps. Together they make a complete record.
Record the cause at the time
The dock should note what happened: the time the truck arrived, whether the freight was ready, and why the pickup failed. The carrier's message, if any, should be saved. An AI logistics employee can add these to the shipment record so they are ready when the invoice arrives.
Tell the carrier early when freight will be late
If the shipper knows the freight will not be ready, telling the carrier before the truck is dispatched can avoid both detention and TONU. A message such as "Freight for load 4510 will be ready at 4 p.m., not 1 p.m.; can you adjust?" gives the carrier a chance to plan. An AI logistics coordinator can send this message as soon as production reports a delay.
Hypothetical example: freight not ready
This example is hypothetical and does not describe a real customer. A truck arrives for a 1:00 p.m. pickup at a plant. The freight is still on the production line. The driver waits two hours, then leaves for another load. The carrier bills a TONU fee. The AI logistics coordinator checks the record: the driver arrived at 12:55 p.m., and the dock note says "freight not staged, production delay." The cause is on the shipper's side. The coordinator approves the TONU fee under the carrier's terms and flags the production delay to operations.
How do you decide who pays?
Decide who pays by matching the cause to the carrier's terms and the evidence. An AI logistics coordinator should apply a written rule for each common cause and send unclear cases to a person.
Know each carrier's TONU terms
TONU amounts and conditions vary by carrier. Some charge a flat fee; others charge based on distance traveled. Some waive it if the shipper cancels early enough. Store each carrier's TONU terms with its other terms. An AI logistics coordinator can then check every TONU line against the right terms.
Check the carrier's terms
The carrier's rate confirmation, contract, or tariff should say when detention and TONU apply, how much they are, and any conditions. A rate confirmation is the document that confirms the agreed price and terms for one load. Some terms require the shipper to cancel a set number of hours before pickup to avoid TONU. Some cap detention at pickup.
Communicate the decision to the carrier
Whatever the decision, tell the carrier clearly. If the charge is approved, pay it on time. If it is disputed, send the evidence and the reason. Carriers accept fair decisions more easily when they see the record. An AI logistics coordinator can send the decision with the timeline attached.
Match evidence to the cause
| Evidence | What it shows |
|---|---|
| Gate log or BOL arrival time | Whether the truck was on time |
| Dock note | Whether freight and paperwork were ready |
| Facility hours | Whether the dock was open |
| Carrier messages | Whether the carrier warned of delay or cancellation |
| Cancellation time | Whether the shipper canceled before dispatch |
Cancellations by the shipper
When the shipper cancels a load after the carrier has dispatched a truck, TONU is often fair. The carrier committed a truck and lost the chance to use it elsewhere. Many terms set a window, such as cancelling a set number of hours before pickup, to avoid the fee. An AI logistics coordinator should record the cancellation time and compare it with the window in the terms.
Shared responsibility
Sometimes both sides contributed. The truck arrived 30 minutes late, and the freight was not ready until an hour after the appointment. Under many terms, the clock would start at the later of the appointment and arrival, and waiting after that may be billable if the freight was not ready. The facts decide. An AI logistics employee should present the timeline and apply the terms.
Wrong equipment
A truck that arrives with the wrong trailer, such as a dry van for a refrigerated load, cannot pick up. The cause is usually the carrier's, unless the shipper's order listed the wrong equipment. Check the tender and the rate confirmation to see what was ordered. An AI logistics employee can compare the ordered equipment with the dock's note about what arrived.
When the carrier did not show
If the carrier did not show, the shipper usually owes nothing for the missed pickup. The shipper may face its own costs, such as a higher rate for a short-notice replacement or a late delivery to its customer. Whether the shipper can recover those costs from the carrier depends on the contract. The AI logistics coordinator should record the replacement cost and the cause, so the team can raise it in the carrier review.
Escalate unclear cases
When the evidence does not settle the cause, send the case to a person with the timeline. An AI logistics coordinator should not guess.
Hypothetical example: a late truck
This example is hypothetical and does not describe a real customer. A truck has a 9:00 a.m. pickup and arrives at 11:30 a.m. The dock has moved on to other loads and fits the truck in at 2:00 p.m. The carrier bills detention from 11:30 a.m. The AI logistics coordinator reviews the record: the truck was two and a half hours late and lost its slot. Under the carrier's terms, waiting caused by a late arrival is not billable. The coordinator disputes the charge with the arrival time and the appointment record.
How should missed-pickup charges be audited?
Missed-pickup charges should be audited by confirming the cause, checking the terms, recalculating any time-based charge, and approving, adjusting, or holding. An AI logistics coordinator should link the charge to the missed-pickup record made at the time.
Missed pickup at a supplier's dock
For inbound freight, the pickup may be at a supplier's dock. If the supplier's freight was not ready, the supplier caused the miss, but the shipper may still receive the carrier's charge if it booked the truck. The shipper can then decide whether to recover the cost from the supplier. An AI logistics coordinator can record the supplier's role, so purchasing has the facts.
Audit steps
Find the missed-pickup record. Link the invoice line to the load and the record of what happened.
Confirm the cause. Shipper, carrier, or facility.
Check the terms. Is the charge allowed, and at what amount?
Recalculate. For detention, apply free time and the clock rules. For TONU, check the amount and any cancellation window.
Decide. Approve, adjust, or hold.
Record. Save the decision and the evidence.
Keep decisions consistent
Similar cases should get similar decisions. If one carrier's TONU for freight-not-ready is paid, another carrier's in the same situation should be paid too. An AI logistics employee can apply the same rules every time.
Link the charge to the event
Every charge should point to the missed-pickup record. An AI logistics employee can make that link when the invoice arrives.
Common audit mistakes
- Paying TONU when the carrier did not show. The carrier billed for its own failure.
- Paying detention for a late truck's wait. The wait came from the carrier's lateness.
- Disputing TONU when freight was not ready. The carrier earned the fee.
- No record of the cause. The dispute cannot be settled.
Track TONU separately from detention
TONU and detention are different charges with different causes. Track them separately in reports. A rise in TONU may point to late cancellations or production delays. A rise in pickup detention may point to slow loading. An AI logistics employee can report each one by facility and cause.
Approval within rules
Small charges that match the record and the terms can be approved within rules. Unclear or large charges should go to a person. Wilson audits and reconciles each carrier invoice against what was booked, and payments above approval limits or outside the rules wait for a person.
Hypothetical example: a carrier no-show with a billed fee
This example is hypothetical and does not describe a real customer. A carrier never arrives for a 10:00 a.m. pickup. The AI logistics coordinator rebooks with the next approved carrier, which picks up at 3:00 p.m. at a higher rate. Two weeks later, the original carrier's invoice includes a TONU fee. The coordinator checks the record: no arrival in the gate log, no message from the carrier, and a rebooking at 10:45 a.m. It disputes the fee and records the replacement cost for the carrier review.
Use the pattern
If missed pickups at one plant are often caused by freight not being ready, the fix is in production planning, not in the invoice. The AI logistics coordinator can show missed pickups by cause and facility, so operations can act.
How should you evaluate software on missed pickups and charges?
Evaluate software by running missed pickups with different causes and checking whether it records the cause, recovers the load, and audits the later charge correctly. An AI logistics coordinator should connect the event and the invoice.
Demo tests for missed-pickup charges
| Buyer requirement | Demo test | Evidence to see |
|---|---|---|
| Records the cause | Trigger a "freight not ready" miss | Dock note and arrival time saved |
| Recovers the load | Continue the test | Reschedule or rebook within rules |
| Links the charge | Load a TONU invoice | Charge linked to the miss record |
| Applies the cause | Trigger a late-truck miss with detention billed | Charge disputed with evidence |
| Handles no-shows | Trigger a carrier no-show | No charge approved; replacement cost recorded |
| Shows patterns | Review a month of misses | Misses by cause and facility |
Include a shared-responsibility case
Include one case where both sides contributed: a late truck and freight that was not ready. Watch whether the AI logistics coordinator shows the timeline and applies the terms fairly, rather than blaming one side by default.
Demo questions about missed-pickup charges
- How does the AI logistics coordinator learn why a pickup was missed?
- Where are dock notes and arrival times stored?
- How are TONU and detention terms stored by carrier?
- How are charges linked to missed-pickup records?
- How are shared-responsibility cases handled?
- Can we see missed pickups by cause?
How to measure missed-pickup charge work
Track missed pickups by cause. Count charges approved, adjusted, and disputed, and their outcomes. Measure replacement costs from carrier no-shows. These measures show whether the AI logistics employee pays fair charges and reduces misses.
Replay your missed pickups
Bring last month's missed pickups and any charges they produced. Ask the vendor to replay them. Would the AI logistics coordinator have recorded the cause? Would it have approved or disputed each charge correctly? A replay shows how the tool handles your real problems.
Scoring the missed-pickup demo
Score each test as pass, partial, or fail. A pass means the cause was recorded, the load recovered, and the charge decided correctly. A partial means the charge was right but the cause was not recorded at the time. A fail means charges were paid or disputed without regard to the cause.
Warning signs in a missed-pickup demo
- Missed pickups are only visible when the delivery is late.
- Charges arrive with no link to what happened.
- There is no place for dock notes.
- TONU and detention terms are not stored.
Where does Wilson fit when a pickup is missed?
Wilson, by Cartage, is an AI logistics coordinator that detects missed pickups as part of executing each load. When Wilson detects a missed pickup, it contacts the carrier, notifies the internal team, notifies the customer where configured, and initiates rebooking from the approved carrier list within the customer's rules or with approval.
Wilson replaces the TMS for freight execution and connects to the company's ERP through a method that fits the customer's environment. It audits and reconciles each carrier invoice against what was booked before payment. Customers use the Wilson Wallet to pay their carriers, and payments above approval limits or outside the rules wait for a person.
What Wilson records
Wilson keeps searchable shipment records with change history. A team can see the pickup appointment, carrier messages, rebooking steps, and documents for each load. Those records support the audit when a charge arrives.
What Cartage asks about missed pickups in discovery
Cartage asks how often pickups are missed, what usually causes them, which carriers bill TONU or detention, and who decides on disputes. These answers shape how an AI logistics coordinator records causes and audits charges.
What Wilson does not do for missed pickups
Wilson does not control the shipper's production or dock. It cannot make freight ready on time. Specific dock-note capture and charge rules should be confirmed in a demo. Exact ERP connection details depend on the customer's systems.
Reports for operations and carriers
Over time, missed-pickup records show which plants, shifts, and carriers cause the most misses. Wilson can use shipment data from the loads it runs to produce carrier-performance reports on request. Operations can use the shipper-side causes to fix production and dock timing, and logistics can use the carrier-side causes in carrier reviews.
Where teams start with missed pickups
Most teams start their AI logistics coordinator on a few lanes and expand from there. Timing depends on scope. Cartage helps identify the first workflow during discovery. Teams often start with the facility that has the most missed pickups.
Teams planning the recovery can read what to do in the first hour after a missed pickup. Teams checking rates after a miss can see what happens to a carrier-confirmed rate after a missed pickup. Both topics shape how an AI logistics coordinator handles misses. Teams setting ownership can review who approves the rate, owns the exception, and pays the carrier.

FAQs
A pickup was missed. Who is responsible for the detention charge?
It depends on the cause. If the shipper's freight was not ready when an on-time truck arrived, the shipper usually pays. If the carrier was late or never came, the shipper usually does not. An AI logistics coordinator should record the cause at the time.
What is a TONU fee?
A truck-ordered-not-used fee is a charge some carriers bill when a truck is dispatched and leaves without freight. An AI logistics employee should check it against the carrier's terms and the cause.
Should a shipper pay detention when the truck arrived late?
Usually not for waiting caused by the late arrival, depending on the terms. An AI logistics coordinator should start the clock according to the terms and the appointment record.
What if both sides caused the miss?
Apply the carrier's terms to the timeline. An AI logistics employee should show who caused which part of the delay and send unclear cases to a person.
